23 per cent funds released for three new civic bodies

The Delhi Government has released 23 per cent of the total allocation and Plan outlay to each of the three new municipal corporations in the city, Urban Development Minister A. K. Walia has claimed, adding that it would have released 25 per cent allocations for the first quarter of April-June 2012 had the civic bodies submitted the necessary proposals for funds in due time.

Responding to Delhi BJP president Vijender Gupta’s allegations of the Government carrying a bias towards the largely Opposition-ruled civic bodies, the Minister said the Delhi Government has never faulted in meeting the “genuine fund requirements” of the Corporations.

The Government has released the funds requested under Plan, Non-Plan, Special Loan Facility and Transfer Duty Share categories, he said.

Dr. Walia said the BJP would do better by not trying to cover up the failures of the Corporation by attributing them to Delhi Government. He also urged Mr. Gupta to ensure that the three corporations moved the proposal for the release of the second instalment well in time.

Giving details of the funds released in the first quarter, Dr. Walia said the total funds earmarked for the Corporations were Rs.5,523 crore and this included the special loan provision of Rs.1,831 crore.

As against this, he said the Delhi Government had released Rs.1,243 crore up to July 16, 2012, which represented 23 per cent of the total allocation.

In the current financial year, Delhi Government has allocated Rs.1,746 crore as Plan Outlay for the three municipal corporations and out of this too an amount of Rs.393 crore, equivalent to 23 per cent, has been released, Dr. Walia said.

Hitting back at the corporations for delays in submitting proposals, the Minister said proposals for release of another Rs.42 crore for projects under Jawaharlal Nehru National Urban Renewal Mission and construction of rail under bridges and rail over bridges with a Plan Outlay of Rs.175 crore have also not been received.
