Arsenal manager Arsene Wenger responded to criticism on Friday by saying he would be signing new players before the transfer window closes at the start of next month.
Wenger has added only one player, Yaya Sonogo, to his squad this summer and has seen a number of players leave.
The London club has had two bids for Liverpool striker Luis Suarez rejected and has a number of injuries going into the first weekend of the season.
But the Frenchman said he would like as many as three players before the transfer window closes.
“Ideally you would want to be quicker, but to finalise transfer you need agreement of three parties,” he said at a press conference.
“You could see that our main rivals, it is not easy. You look at us, Chelsea and Manchester United — it’s difficult to find quality players to strengthen the team and squad because there is a shortage of top players who are available.
“It’s impossible to give you a number. The first request is quality to play for Arsenal. After the number comes in, yes we would like two or three players, if possible more. But we won’t compromise on the quality of the players.”
