Most private enterprises in India are small and actually end up spending a lot on informal on-the-job training of their employees (“ >The nuts and bolts of skill development ,” March 23). What will help make this training better and cheaper is an ecosystem of good quality trainers and content developers who can be hired on demand. Big government policies and funding for the actual delivery of training overwhelms dynamic demand signals that resonate from the marketplace. It creates freshly trained and certified individuals for whom employers may not have an immediate need. Instead, government funding should be directed at creating accreditation for trainers, model content that is tuned to the language and reading levels of learners, and also certification ladders that convert work experience into educational credentials.

Along with the restructuring of courses and syllabi mentioned, training and retraining are of equal and great significance. The choice of the type of training, viz on the job or off the job, makes a lot of difference. Online training may not be the ideal one when it comes to skills related to manufacture, testing, inspection and quality control. The selection of the right type of trainers with proven mettle is necessary for training to be effective. The advantage of the private sector is that it employs more innovative and cost-effective methodologies which lead to quicker and better results.
