Passage with scrutiny

Passing Bills without enough debate and discussion is a dangerous phenomenon (“Passage without scrutiny”, April 13). One such example is the passage of the Information Technology (Amendment) Act, 2008, Section 66A of which had to be struck down by the Supreme Court. Another dangerous aspect is the passing of Bills like the Aadhaar Bill as a Money Bill, thus rendering it virtually impossible for the Rajya Sabha to prevent its passage. Looking at the flagrant misuse of Article 110 of the Constitution, which mandates that the Speaker’s authority is final in certifying a Bill as a Money Bill, I agree with Sitaram Yechury that it is time to revisit Article 110.
