As rightly pointed out in the editorial “A landmark verdict” (July 9), the Supreme Court's judgment declaring the Salwa Judum illegal and unconstitutional is undoubtedly significant. The creation of Special Police Officers was synonymous with the creation of a private army of feudal elements to silence any struggle by the poor. It is incomprehensible how the Centre and the State government can even contemplate filing a review petition on such an extraordinarily explicit expression of judicial wisdom.

Maoist insurgency can be tackled only by improving education and job opportunities, and ensuring equal development. The court's decision outlawing the civil militia is a historic verdict and will go a long way in protecting the tribals from state-aided rights violations. Salwa Judum, as the State claims, is not a spontaneous movement but a State-organised anti-insurgency campaign. Thousands have been armed in the name of protection against extremists.

It is the government's responsibility to protect the lives of citizens. Arming citizens to fight against Maoists is like creating conditions of civil war in the country. Maoists are also citizens of this nation. The problem can be solved only if the government ensures that everyone gets the benefit of development.
