The former President, A.P.J. Abdul Kalam, on Sunday visited the Kudankulam Nuclear Power Project (KKNPP) and asserted that there was no need for any panic as it had state-of-the-art safety features.
At the same time, Mr. Kalam made it clear that he had not come as an emissary of the Union government and would not be a mediator between the nuclear establishment and protesters opposing the plant.
“I am completely satisfied and happy with the sophisticated safety features of the reactors and hence there is no need for panic since it's only a boon to the future generation,” he told journalists here after inspecting the reactors for over an hour.
Mr. Kalam said the visit was out of his own interest. He sought to dispel the impression that the Centre had sent him to neutralise the ongoing protest. He met a group of KKNPP supporters in the afternoon, and said he was prepared to meet the protesters' representatives also.
“However, I won't be a mediator since I am not the Centre's emissary. I'm a scientist, I'm a technologist. I support nuclear energy along with solar and wind power as it is a clean and green energy which is very much required for the country's rapid growth now… ” The two 1,000-MWe VVER reactors are being constructed at Kudankulam with Russian assistance at an outlay of Rs. 13,171 crore.
The former President said structural and the mechanical safety systems made the reactors the safest in the nuclear industry across the globe.
The reactors, placed at a secure height of over 13.50 metres, would not be affected even by a tsunami. Nor would an earthquake threaten them, as Kudankulam was not within any seismic zone. “The scientists have taken into account all these natural calamities before designing and fabricating it,” he noted.
While 99 per cent of the spent fuel would be processed for reuse in the reactors, the remaining one per cent would be converted and protected within a thickly walled underground concrete containment. “No waste from the reactor will be dumped in the sea,” Mr. Kalam said.
Nuclear Power Corporation Chairman and Managing Director S.K. Jain and KKNPP Site Director M. Kasinath Balaji were present during Mr. Kalam's press conference.
Protesters disappointed
However, those opposing the project expressed disappointment and anguish over his unequivocal support for the nuclear plant. The post-Fukushima scenario had opened up a global debate on the credibility of reactors. Even as many countries were taking steps to scrap their nuclear programmes, it was sad that a renowned scientist like Mr. Kalam was backing the project, they said.
“We expected that Mr. Kalam will visit those protesting against the plant and those on fast. However, after interacting with a team of KKNPP supporters, he left Kudankulam without coming to our place [the protest venue at Idinthakarai],” said S.P. Udhayakumar, coordinator of the struggle committee.
On Mr. Kalam's assertion that the safety features incorporated in the reactors were satisfactory, Dr. Udhayakumar said Belgium had decided to close down seven reactors after realising the risks involved in nuclear programmes.
The KKNPP “will certainly wipe out several southern districts of Tamil Nadu and neighbouring Kerala in case of any mishap,” he claimed.

Comments:
A safe and postive utilization of the nuclear energy will always be in the best interest of a country like India where demand for energy and power is always high and growing.
Even After Hearing all the explanation,People refuse to accept the plant..There is No Nation or Government with out people. The nation is for and by the people. When compared with the (output)the power generated by this plant, it is not a lump sum amount of out put and which is not going to fulfill all our power needs. people on the other hand is also ready to wait for some more time.Even if the plant is only for fulfilling the power demand of the local area or tamil nadu, poeple will not accept it. So, the government and authorities may start to think of the alternative sources of power generation. Anything against people's welfare is strongly opposed. It has been crystal clear since the Freedom struggle...So there is no necessary to explain and no other way for the government...The biggest capital involved in this or buildings or other assets may be used for other government usages. It is not a time for argument or any explanations...
What about the water that would be discharged in the nearby water reservoirs and would affect the fisheries?
Seeing disasters unfold, helplessly, is a daily occurrence in India. The people expect nothing different from Nuclear plants than happened with Bhopal or with public education, hospitals, roads, railways, airlines and so on ad infinitum other than, perhaps, a far greater magnitude of disaster.
we need this plant desperately. There is no other means of providing to the existing and upcoming industries which in turn affects the state's economic growth.
Dr.A.P.J abdul kalam should have gone and met the protesters because now what they would be thinking is that he was an emissary and came here just to support plant's development. He should have hold a public meeting there and should have sympathised the protesters by telling them all the safety features.
People are still protesting... What is the other alternate to Nuclear fuel in India ??? I think people have no clue when they jump and say Solar , Wind etc. can be used to generate power... Do they realize how much Money needs to be invested into them .. and we are not talking about some small amount of power.. We need thousands of MW.... If they are against the plant then those people can kiss goodbye the hopes of having electricity any time soon.
We are fortunate to have Dr Kalam amidst us, doubting his genuineness of visit to Kudankulam and fabricating mal-intentions is equal to doubting our own mother.
Many many thanks and congratulation for respected Mr. Kalam. If a person like him is satisfied and happy with sophisticated safety features of the KKNPP's VVER, then we shouldn't be worried about the credibility of the Rx. It is completely a FAIL-SAFE design. Now if you take the case four (4)operating Nuclear Reactors at Tarapur Maharashtra Site (TMS), operated by NPCIL, then one mustn't have any question regarding the safety features. These reactors are operating from the past 40 years and producing power in safe, environmentally benign and economically viable way.People at this sites have no complains regarding the operating reactors. They are employed by the plants.NPCIL take care of health of the people of the surrounding villages and also their developments.
@Venkatesan: But someone has to take the responsibility to take wheel of nation in forward direction.@Chaggu:Water willn't be radioactive. Because it is DUAL-CYCLE (2ndary cycle steam generation)power plant.
I ask Dr.Kalam simple question why every nation world over abandoned their nuclear plants? If India have other safe sources to create energy why Kalam insisted for nuclear plant? Why not India develop solar energy India is fortunate with 300 days bright sun energy? Why not we develop the wind energy? There are another resources also available to us.Why not Indian scientists devote themselves with alternative energy resources? Western countries want to sale their junk nuclear machines to India that why they are marketing and manipulating us to erect nuclear plant in India.
Those who are protesting should understand the welfare of the people.
every event has good and bad effect. first earth scientist figure it out
that nuclear plant should not be in earthquake prone area. rest is
leave on the nuclear scientist. No need to be panic. India want to
become developed country and electricity is the backbone of it. In my
view a very experienced talented person core committee should be formed
which take every investigation before giving green signal.Through this
local people confidence can be stored.
The protesters claimed that they are not against KKNPP, they are against nuclear energy. If they are against nuclear energy where would they gone all these years? Because before Fukushima incident lot of nuclear accidents have happened in the world. They would have stopped KKNPP when it was proposed. Now the plant is fully constructed and it is ready for producing electricity now they are asking to stop it. If goverment go by their demand Rs.13,500 Cr spent for its construction would be waste. They say that go for conventional means of generating electricity from solar and wind power. Will it be possible to generate 150000MW of electricity from Solar and Wind power? The protesters should think. They should listen to the scientists.
Even the great visionary couldn't satisfy or hamper the dilemma of the common people. But at least Dr.Kalam would have visited those, who are on fast as to build up their moral support. Also an explanatory report from the experts(of other countries)in favour of or against the plant will lead to a conclusion I guess. But the question arises...After the confabulations between them and the government(which requests them to arrive here),will they be able to produce a sincere report?
The educated people who are backing the protester's should enlighten the minds of the people vis-a-vis dire shortage of fossil fuels and serious need of alternative fuel. Solar and wind are eco-friendly but do they replenish the requirement of power? No, other solution is nuclear. Nuclear energy is required to lighten the growing industries, house etc., If they want to protest, try to peek in the safety steps being taken and if they are not satisfactory demand the government to increase safety. Wish the issue will be resolved soon.
Still its not late for Kalaam, he should have a met with the protesters and let them know the safty measures and also explain them the uses of the plant over the contry in generating the power, so that the can understand the development over the region and use of the plant over there.
We should take an objective look at KNPP and Fukushima reactors. The Fukushima reactor was a 40-year old technology and it took a mighty earthquake followed by giant tsunami to cripple it. KNPP does not face any such natural threats. Yes, the other treats like sabotage and terrorist attacks are true; but these threats are there for all the other nuclear plants in India and abroad. The rewards from the nuclear plant cannot be accurately measured now but will be realized decades after. We should trust the scientists who have delivered the most technologically advanced solutions to India over the past decades. The Hindu has published an enlightening essay by Dr. Kalam on Nuclear Energy on Nov. 06th Sunday Edition. Please spend some time in understanding the need of India now and in future.
The pupose of Nuclear energy is to meet the need of India with minimal resource usage and ths proposal has been taken into account looking at majority of issues like population/growth/resource availability/ etc., already there are several Nuclear stations running in India pretty effecinet and safe. I feel these people are policatlly agitated and there is no need to convince them when their mind is blocked by petty polticians for thier gain instead of people/place/country development. we Indians cannot grow without risk as our populatons to resource reation is very high. Its all who are serious about once future should support and work towards best of safety parameters denying is cowhardiness. All the best you Kudankulam people and the people of the Tamil Nadu and India.
When developed countries are discarding a technology, India is accepting it! That itself shows how backward we are. Why not experiment with the technologies that the developed world are currently working on. Germany is a good example to start with.
Nobody could give 100% assurance that an accident will not happen / will happen. Just looking at the other Nuclear plant sites in India, why, even in Kalpakkam. It is easily observed that inspite of any disruptions, no minor / major problems have occured in this. So, why dont they (protestors) think about this, and take a proactive step.
India is developing nation and in view of growing demand of energy and scarce resources, nuclear energy is important option. Energy using thorium as fuel is important for future energy security. India must go ahead for nuclear energy in big way giving prime importance to safety requirements.
Germany will completely go green(officially) from 2020.Will that be sensible for India to completely repeat the nuclear cycle to take that decision?Learn from the mistakes others have committed,we dont have time to commit the same.
I think many people(including media) are misquoting that Countries are scrapping Nuclear energy. This is wrong. Nuclear energy is the only way forward. Once we run out of Renewable resources there wouldn't be much of a choice left and Solar/Wind/Tidal energy are not powerful enough to meet the energy needs of a country like India. Moreover, the cost of setting up would be too high. I think its sheer politics and lack of knowledge that drives people here.
Nuclear plant for Power generation is not the solution to an emerging economy like India. The Govt. can opt for renewable resources like solar, wind. India has the technical ablity to go for these renewable energy resources. The other thing is the safety standards of a nuclear plants in India being boasted as most effective inclding state- of-the-art technologies and is far better equipped with modern safety regulations as compared to Fukushima nuclear plant. But can the govt. compensate, in case of a mishap
For those questioning nuclear power capabilities and to why solar and wind power energy is not utilized.... plz go and first find out the capabilities of solar power and wind power. They are TOO EXPENSIVE to start at a scale which can fulfill the current need. Energy density of solar and wind is very low and to tap its capabilities you need massive machinery and infrastructure.
Kalam is probably wrong in this case. They have been several reports of people in Kalpakkam feeling symptoms of tiredness, headaches for no reason. Solar power has only large initial investment, but long term costs are far less compared to maintaining nuclear reactor. Waste generated due solar panels are negligible compared to radio active waste generated by nuclear plants. Gujarat is building mega solar power projects, why cannot Tamil Nadu government do? TN should be make large establishment like hotels, large apartment complexes, corporate complex to compulsory install solar panels to reduce loading of power distribution.
I guess most of the people who had raised questions here should read the article Dr. Kalam itself had written. I guess it will answer most of your questions, if not all. Here is the link anyways, www.thehindu.com/opinion/op-ed/article2601471.ece
Let's list the major industrial disasters that have taken place in India like the Bhopal tragedy. Indians are known for take-it-easy attitude. How can we risk with the most dangerous nuclear blast. It needs a different kind of working style as shown by the metro man E Shreedharan.
We should give our next generation safe place to leave. The nuclear plant is hazard, even if they say it's safe, it's not. Country like India should think of future. There many ways to produce current. Scientist has to think on other way round. In Japan we have seen the disaster. Even in India, we have seen Bhopal. So please don't play with lives of the people. I think we can use solar energy, Wind energy as we have 3/4 of India surrounded by Sea.
Some people even don't know about the nuclear reactor and their working and just blabbering here. Like Mr. Sriram who said that people are feeling tired and all these stuffs.I think he do not know anything about radiation and nuclear reactor. If one don't know about something shouldn't try to misguide other people also. Nuclear Energy is the only option for such a big nation like India. Most />of the nuclear accident that happened in world is generally due to >LOCA(Loss of coolant accident). These things are completely kept in mind and are being assured that such things doesn't occur again.
Also I want to add that Fukushima like disaster can happen only once in 10000 yrs. Don't get terrified by it.
The interests of the country demand that the nuclear plant is started as soon as possible. The foreign activists who seem to be instigating the demonstrators should be thrown out of the country. Also, the Govt. should get tough with the Jayalalitha Govt. and demand that it stop playing politics in the national interests. At the same time, the Govt should set up an independent committe to examine and rectify any potential technical problems that might effect safety at the plant.
@Ramesh Raghuvanshi,@barathi and others who are against nuclear energy, to answer you question whey the world is abandoning their nuclear ambitions and why India should pursue... only countries like Germany, Nordics and other wealth countries are doing it. Their per capita income is far more than India. Their energy need is far less than India's. With billion+ we don't have a choice except nuclear energy. We need to put all safeguards in place to protect the civilian populations and more importantly against terrorist threats.
The real focus should be on Energy conservation, green energy and measures to reduce T&D losses. The measures would help to reduce our energy shortages effectively. When we agonise our farmers and industries without power ,Why not ban day night cricket matches and other extravagant use of available power? Dr.Kalam should drive conservation rather than give misdirected ;clarion call for more power generation.
Actually power sector reform is basic for all other reform. none of the reform can happen in isolation it's requried power sector reform. For power sector reform we need nuclear power plant like Kudankulam but the concern of the villagers is also valid because they lack knowledge. So what goverment has to do is just make people aware of what it is then go for use of nuclear energy other wise if concern of villagers is not taken care then i think protest will go one and government has to loose faith in the public. which is also not good
Mr Kalam earlier assured having a nuclear bomb would be a deterrent against any attack from Pakistan. Then we saw Kasab & co terrorize Mumbai. Now he is giving 100 % guarantee that Kudankulam is safe. People with background in systems theory and risk analytics can tell you tail risks have increased due to increased connectivity between various man made systems - power, telecom etc. If not Tsunami or earthquake, any major event like southern grid failure and telecom failure can still create disasters. It is important to plan for evacuation and restoration process. Though we have not had such discussion in the past for other plants, it is time those are also discussed.
Dr. Kalam should be lauded for speaking is mind out on Kudankulam after his visit to plant site. A person of his stature & calibre, he's no personal axe to grind and his views therefore, be it on nuclear power or Kudankulam, must be respected by one and all. It should incidentally serve as an eye opener for the protesters, who are unfortunately being misled /misguided by vested interests. In a way, if India aspires to be Super Power, we need to be A NUKE POWER FIRST !
solar power may be the good alternative for the nuclear power but the problem was to produce such a huge amount of power like 1000MW ,how may solar panels required you know ....some thousands ,and also the area covered for a 5 MW solar power plant itself a large some km,but it is the second most option for the India's renewable source...but for huge amount nuclear plants is must......at present only 7 MW of solar power plant is running.....but TRDA was planning to produce 3000MW in 2016.....we can see the huge difference in years and the cost......I am an Solar Engineer...but i agree with our ABDUL KALAM's words ...power cuts are gone down or none....a lot of good things going to happen...THINK OF IT...Realize what could be the next ...
