The Telangana government plans to set up integrated industrial parks for Chinese small and medium enterprises, starting with one near Hyderabad in collaboration with Hunan Province of China.
Apart from the space for the units, the parks will have common facilities for research and testing purposes, residential accommodation and Chinese restaurants as well.
The idea is to create a mini-China, making the investors feel at home and provide infrastructure of standards available in their country, Secretary to Industries and Commerce Department Arvind Kumar said. For this purpose, the State government is looking at a model where the Telangana State Industrial Infrastructure Corporation (TSIIC) will offer the land while the Chinese partner will develop the infrastructure.
Overtime, the cost of the development would be reimbursed, he told The Hindu on the sidelines of a meeting organised by CII for a trade mission from Hunan.
Typically, the parks would require about five hundred acres, Mr. Arvind Kumar said, adding that the government would like such facilities to come up in other places such as Medak, Warangal and not restricted to the outskirts of Hyderabad.
Land availability
Land availability should not be an issue given the 1.50 lakh acres of ready land bank with the government for industrial use.
Noting that the prompt for creating integrated industrial parks came from the growing interest among Chinese SMEs to come to Telangana, Mr. Arvind Kumar said efforts were under way to explore collaboration with Hunan provincial government.
On its part, Telangana is eager to have Chinese investors, an indicator of which was Chief Minister K. Chandrasekhar Rao leading a delegation to China in September.
At the CII meeting, both the province’s Vice Governor He Baoxiang, who led the trade mission, and Telangana Industry Minister Jupally Krishna Rao sought to explore the possibility of a sister State agreement.
Mr. Kumar said such an agreement would provide a boost to the efforts to develop the industrial parks.
“We will work with Hunan province and, in next two months, come up with specific action plan on the industrial park,” he told the meeting.
