The outrage over the Telangana government order that other State transport vehicles will have to pay additional tax to enter Telangana from the midnight of Tuesday could easily have been avoided if one had taken the precedent set by Jharkhand and Chattisgarh, feel officials.
When Jharkhand was created by bifurcating Bihar, and Chattisgarh was carved out of Madhya Pradesh, representatives of all governments sat together and thrashed out a solution that included imposing a low tax after entering into bilateral, counter-signature agreements that stipulated a fixed number of vehicles could have free movement between the said States. Interestingly, AP and TS have such agreements with other States, but no headway has been made on having an agreement and fixing a quota between themselves, said a former senior officer.
