The Madras High Court Bench here has ordered notice to the Director General of Police and Inspector General of Police (South Zone) on a public interest writ petition seeking a direction to the police to register an FIR against Union Minister V. Narayanaswamy.
The petitioner, C. Ramesh, an advocate, claimed that the Union Minister had made a “totally irresponsible, scandalous and derogatory” statement on May 20 against the slain LTTE chief Velupillai Prabhakaran and Naam Tamilar Party president Seeman.
“Seeman should be arrested and lodged in jail for 10 years. Prabhakaran was a coward, who hid behind women and children at the time of war”, the petitioner quoted the reported statement of Mr. Narayanasamy in his petition. The petitioner claimed Mr Seeman sought permission to conduct a public meeting in Cuddalore in support of the LTTE.
“There is a group in Tamil Nadu and Puducherry that supports terrorism in a secretive way. The Tamil Nadu government was right in denying permission to Mr. Seeman to conduct a meeting and distribute the photos of Prabhakaran, who belonged to a banned outfit”, the petitioner further quoted the Union Minister as saying.
According to Mr Ramesh, the Union Minister was liable to be booked under Section 153 (A) of the Indian Penal Code.
“The statement promotes enmity between Tamil-speaking and non-Tamil speaking Indians”, he claimed. His police complaint of May 21 did not result in any action.
