CAT directs State to consider promotion to Ponn Manickavel

The Central Administrative Tribunal, Madras Bench, on Friday directed the State government to consider Deputy Inspector-General of Police A.G. Ponn Manickavel for promotion . It also restrained the authorities from proceeding further on charge memos issued to him in 2010 and 2013.

The Bench comprising members B. Venkateswara Rao and P. Prabakaran passed an interim order on applications filed by Mr. Ponn Manickavel, who is DIG (Idol Wing). The Tribunal passed a similar interim order last November. Later, the Madras High Court set aside the interim order following an appeal by the State government while redirecting the matter to the CAT again.

The officer submitted that he was due for promotion as Inspector-General of Police in a few months. The authorities recently issued two memos to him relating to certain incidents that occurred during 2001-2003 when he was Superintendent of Police, Chengalpattu East. He said that the charges in the memo were vague. Hence, he sought to restrain the proceedings.

Passing the interim order, the Bench said, “We feel that interest of justice would be met if the charge memos are stayed.” It said that the two memos have been issued after seven years and 10 years respectively.
