Panel report on allocation of staff to A.P., Telangana ready

The committee held its concluding meeting on Friday

The Advisory Committee set up for allocation or distribution of State government employees, other than those in All-India Services, between the States of Andhra Pradesh and Telangana finalised its recommendations on Friday. The report will be submitted to the Department of Personnel and Training (DoPT).

“The committee chaired by C.R. Kamalanathan on Friday held its concluding meeting, also attended by the Chief Secretaries of the two States, to finalise the report to be handed over to the DoPT, which would soon issue an appropriate order,” a senior official said. The Central government has constituted the Advisory Committee under Section 80 of the Andhra Pradesh Reorganisation Act with a mandate to delineate objective and transparent criteria for the allocation/distribution of the personnel belonging to the State government between the two successor States.

Cadre strength The terms of reference also include determination of cadre strength and further sub-division into various categories for different services under the State government.

“The recommendation of the Advisory Committee should be finalised only after the committee places its principles of determination along with the actual cadre strength proposed on the website of the State governments for a reasonable period, so as to allow comments/representations to be made thereon and the committee takes a view on the issues that may be raised by the stakeholders,” a DoPT statement said.

Once the cadre strength is determined, shortages in different services in the undivided State of Andhra Pradesh vis-a-vis their present cadre strength would be distributed pro-rata between the two States so that neither State is at a disadvantage.

The committee would recommend specific individual allocation/distribution of State government employees, considering the representations by any employee who is affected by such allocation/ distribution to ensure a fair and equitable treatment.

IAS posts

A few days ago, the DoPT notified the Indian Administrative Service posts allocated to the two States. While the total strength for Andhra Pradesh now stands at 211, including 147 by direct recruitment, for Telangana it is 163 posts, including 114 by direct recruitment.

The notification provides for 115 senior duty posts under Andhra Pradesh and 89 such posts under the Telangana government.
