Kiran Bedi overcharged us for travel, says NGO

Activist does not deny over-invoicing but asks since when did saving become a crime

A non-profit organisation in Mumbai has accused Team Anna member Kiran Bedi of claiming travel expenses far in excess of what she actually incurred to attend a programme organised by them in 2009.

George Abraham, general secretary of the Aviation Industry Employees Guild, said his organisation had invited Ms. Bedi to be chief guest for an International Women's Day function in Mumbai in March 2009 and that she had accepted the invitation.

But she over-invoiced the Guild for her travel expenses, Mr. Abraham told The Hindu on Monday. He added that his organisation realised they had been given a false invoice only after The Indian Express published a story accusing Ms. Bedi of discrepancies in her travel accounts.

Asked by The Hindu for a response, Ms. Bedi — who in the past has said that that all money raised this way was for her NGO — did not deny the over-invoicing. But she questioned the motives of the Guild in raising the issue and asked, “Since when did saving become a crime?”

According to Mr. Abraham, her travel agent, Flywell, had sent the Guild an invoice for Rs. 31,578 for a return ticket to Delhi by Indian Airlines. The travel was by executive class and the Guild sent a cheque for that amount.

However after The Indian Express news story, the Guild checked its old records and found a message giving the travel details of Ms. Bedi for that trip. A message they found in the files said she was arriving by a Jet airways flight from Pune.

According to media reports, the owner of Flywell, Anil Bal, is a co-trustee of Ms. Bedi's NGO, India Vision Foundation.

Mr. Abraham said that Ms. Bedi attended another function at an educational institute in Mumbai the same day and added that there is every reason to suspect she may have charged them for her travel as well. “There is an element of dishonesty for a person of her status”, he said.

In response to these allegations, Ms. Bedi sent a series of SMSes to The Hindu. “Very stupid sir,” her first message said. “Can't understand this nonsense. Did they invite me or did I get invited? And if they offered me this and I saved for a cause, so what is their problem! Was the invite conditional? After much persuasion, I go and they say a 1000 thanks. Remarkable.”

In subsequent SMSes, Ms. Bedi said: “How is this relevant? It was an offer by them and I did a favour by going to them free, not charging even a speaker fee. Ask them, did I ask for invite or they invited me? And whose behest are they talking of?...Whose interest is this nonsense going on?...Team Anna is becoming stronger by this I can tell you. Come what may, we have to get the Jan Lok Pal Bill...Since when did saving become a crime?"

I would like to take a neutral perspective on this as it is something which did affect me. First I didn't expect such a behaviour from M/S Kiran Bedi and it does tarnish her image and the public of India really look up to her as a lead role model in the current times(which is a tough job but then not every IPS office is the 'Kiran Bedi'). The second interesting observation is why is all this coming up at this moment. The obvious reason seems to be that someone in power wants to stall the the work done on the Jan Lokpal Bill so that they can mint money as they and their genre have been doing so for past 60 yrs! Rather this incident brings out a greater need for Jan Lokpal Bill with which has the ability to curb and penalize anyone in power found guilty of misusing his/her power for personal/monetary gains (including the so called architects of Jan Lokpal).

I did not know congress played this dirty. Looks like a massive smear campaign. They have let detectives loose on Team Anna. Dig up all there past and pay people to sling mud at Team Anna. One side, you have congress with all the money. On the other side are former civil servants and an old man without wealth. The focus should be lokpal which team anna is demanding. Atleast, there is a side which says it will do something about corruption and shows the way. The other side just makes empty promises year after year after year.

Kiran Bedi, if she's really committed to fighting corruption, has a great opportunity to set an example -- admit her guilt, pay the fine/go to jail and thereby send a loud message to all the public servants across the country who over-invoice and wrongly believe they're doing right just because everyone's doing it. I personally will never support the Anna team so long as she goes unpunished and continues with her infantile and terribly misplaced act of righteous indignation.

Well, the NGO agreed to pay business class fare and it did. What is their problem whether Ms. Bedi decided to fly business class or hitch hiked by a truck? Did they not know what the fare was for business class? To stand in the way of someone like Bedi who is fighting the most serious issue in the country - that of corruption - is criminal. Are you worried about corrupt behaviour? Then why not look at the civil aviation ministry which is hijacked by Pawar's cronies?

It is a fact that kiran bedi did not get even a single penny in the transaction.
But is it not a fact that indirectly money gets transferred to private n g o the
moment she gets 75 per cent discount from state carriers, viz., air india and
indian airlines owned by govt. Is it not like the money shifted by Satyam
computers to its sister concerns. Now that portion which gets transferred from
the govt to n g o primarily controlled by kiran shall have unfettered powers to
spend such sum at its will. Though one must admit that in cases where she has
travelled by private carriers she could not have availed discount and thus in
those cases the transaction would have been between her hosts and her n g o
not affecting general public. One more thing, if any politician would have done it
this lady must have cried corruption , corruption and now she is feeling the
punch of allegations which at times are frivolous. System works for all and it is
only a matter of time when it strikes and to whom.

Very sad to see an officer of the stature of Kiran Bedi giving a totally ridiculous explanation. According to the Govt of India rules, a person traveling in a class lower than the entitled class is eligible for reimbursement of the lower class fare only even if we go with pain or no pain. And the various govt depts take violation of this clause seriously. Bedi could have very told her hosts to donate the amount that she was trying to save rather than adopt this crude method. Worse still is trying to defend the same. In spite their claims to be apolitical, Team Anna has a specific political agenda. Wish they will be transparent about it rather than thrust it upon the common man through the back door.

Corruption in India has increased manifold over the years due to the increasing corporatization of the Indian State. Whilst everyone considers eliminating corruption a laudable goal, it appears the Anna Hazare movement is fast descending into a farce with financial impropriety, perhaps motivated by a `Robin Hood' mindset, tainting some of its Team members. A movement founded on a single issue will encounter (internal) problems if it expands its area of interest, as is clearly evident. Beware, power is intoxicating and can overide false humility.
Is the elimination of corruption a laudable aim - Yes; Will the Anna Hazare movement achieve this - No. Is there a hidden agenda - quite likely.

Kiran Bedi reeks of corruption. How could the people allow such a blatantly corrupt person head any team against corruption?? when she is the mistress of corruption herself. She tries to explain away her corrupt deeds by saying she had cheated in inflating her bills for a good cause?? Such people will go on cheating and then say it was for a good cause. I feel that the institutions that were cheated should file an FIR against her for cheating and inflation of her bills. She should also be lodged in Tihar jail and suffer for her corrupt practices like others who are languishing in jail for the same reason.

If a politician had done this, people would have made a hue and cry and he would have to resign. If an employee of a private firm had done this he would be sacked. This is extremely unethical and it is disappointing the Ms Bedi has done this. Anna should immediately remove her from team Anna. Team Anna has become a farce now with new allegations against Kejriwal also surfacing.
Regarding her defence, she saved for a cause, are there accounts to prove that? Secondly why couldn't she ask for a donation to her cause from these NGOs when she goes to speak for them? Isn't it the same thing that she is doing when she is over invoicing the NGO? Isn't that cheating.
What we all need to understand is that we as civil society need to walk the talk. We should not do anything unethical or illegal atleast from now to support Anna. We cannot hold the politicians guilty while we still do unethical/illegal things and say we did it for a good cause or we had no other alternative

How would Bedi react if the same was found practiced by say, Manmohan or Rahul, or Mayawati. She would have crucified them there and there. I dont question her motives to fight corruption, but what is has done is totally unethical, and can be termed as corruption. She should have simply asked to donate the difference amount to her NGO and issued the receipt. Returning money back does not resolve the issue, in that case Raja or Yeddurappa can also return back the money and claim themselves to be clean.

This is just a management of money. It was the duty of the host to see that Ms Kiran Bedi travels in Business class. But if she has travelled in economy class its nothing wrong, just managing money for her NGO.
One more thing if this is the case then majority of politicians spend crores of money for their sabhas and meetings which generally end with no result, therefore loss of public money. Are they accountable? There is misappropriation of money in majority of transactions, How they have crores of money in the banks just after 5 years of election? If we see as if today majority of the companies and trusts are associated with these politicians. The task which Team ANNA has taken up was awaited since independence, and now there is an opportunity to make a difference. As a responsible citizen we should support Team ANNA. Government will do anything to curb this movement.

Air ticket jacket should be submitted as bill for the air travel along with travel agents bill.
While reading these comments one thing is clear that by "our" present honesty standard our country, manipulating travel expenses is not wrong but it is the right of the individual. Small fraud can be condoned. One can cheat to gain some money which if spent on "poor", it can be condoned.

What Ms. Bedi has committed is something all Indians do in one way or the other. Ms. Bedi being the leading charge of the anti corruption brigade is bound to be scrutinized with a stringent view. She has to be extra careful and extra honest to lead the movement against corruption.

India is still a developing country for the past 60 years because we
have very poor management strategies. We give importance to
peripherals and forget core subject. We are penny wise and pound
foolish. We should apply Einstien's relative theory and apply it
sociology also. If Ms. Kiran Bedi is 99.9999% good accept it and don't
magnify 0.0001% with an electron microscope and that too find it as
mistake from your angle. This is where we are missing in day to day

I was paid Rs.35/- in 1994 as per day expenses for field trip. My room
rent in those days in a hotel was Rs.125/- per day and food expenses
(breakfast, lunch, dinner, tea, mineral water, soap, tooth paste,
brush, etc) was another Rs.100/- per day. Total per day expenses were
Rs.225/- but I was paid Rs.35/- as per govt. rules. I have no other go
to compensate this other than saving by travelling in second class
compartment in a train though I was entitled to first class in those
days as a research scholar. The difference amount I could meet by
compromising my comforts and by travelling in second class or
sometimes in general compartment. When Ms. Bedi has already explained
that she travelled by ordinary class by accepting business class air
fare only to contribute the difference amount to an NGO it should be
appreciated and not found fault in it. How many people have guts to
express this truth and how many have guts to accept that there is
nothing wrong in such a thing.

However one may like to defend her action, it plainly amounts to cheating. To submit an inflated invoice is a criminal act. I have seen people being dismissed from their companies when they submitted a fraudulent travel expenses.

It is astonishing to find some readers trying to justify ms Kiran Bedi's inflated travel bills by comparing it with a similar practice followed by the government employees. They say that since there is no wrong in this practice, there is no wrong in what Bedi did. Don't you know that a government servant is reimbursed the actual expenditure and claiming AC fare after traveling in second class is a crime? People have become so used to corruption that they fail to understand that submitting a bogus travel bill by a government servant is against rules.

It is time Kiran Bedi steps down. In the interest of this anti-corruption movement Bedi should put all her accounts in a public forum. She should also stop being righteously indignant. Corrupt elements in BJP and Congress are filling up Tihar.

As far as I know Kiran is honest by Indian standard where most government officials whether they are IAS, IPS or any one misuse their positions for personal benefit. Kiran is no exception. When she was a young officer she got her daughter admitted in a medical institute using medical quota meant for girl students from under developed north east part of India. I was a student then and I remember it very well.We always new she is capable of misusing peoples trust for her own benefit. She has been practicing this for many years or rather since the time she became IPS officer. I am sure she has used her position to get many other benefits about which we do not know. Unfortunately our UPSC cadres are not happy with so much benefits they get from the government or rather from the tax payers money. They want more. That is why India is not developing. Our government makes so many schemes to help backward area and poor people, even those are cornered by our UPSC cadres and corrupt politicians

Air Travel ticketing is a very corrupt business in India. The ticketing agent charges different rates for different people travelling in the same flight and same class. The ticketing agent can generate bills of differing amounts for the same ticket sold to the same person at the same time. Railway ticketing in India also is a big nexus of politicians, railway officials and private agents. The Jan Lokpal bill must get Air and Railway Travel ticketing agents in its purview.

Corruption starts from Home, Ms. Bedi has started corruption on a small scale and even after starting it, she is not accepting the truth, she is trying to justify corruption. If a person is entitled for 1st class then he should travel in the 1st class and claim for the 1st class, and if the person travels in the second class then he should claim for the second class. If she comes into power then she will become more corrupt than those who are presently corrupt. BE CAREFUL INDIA. Earlier Kiran Bedi defended herself by saying that all the inviting NGOs knew that she was charging inflated travel bills. Now when an NGO says that they could know about Bedi's overcharging bills only from the recent news published in Indian Express, Kiran Bedi is terming the NGO as 'non-sense'. Now Kiran Bedi has started saying that she did not charge speaker fee; she has started talking about the intention of the NGO; she has started asking, "Since when did saving become a crime?"
You are great Kiran Bedi! you can defend any crime.

Sir, It's sad that public is getting carried away with allegations against Ms.Bedi. Congress has very successfully deflected the attention from the main issue and unfortunately some of Anna's own team members (Agnivesh primarily) are helping them. I ask all the news papers to (a) hold people like Digvijay singh acountable by asking him to prove his (baseless) allegations (b) inquire into Rajiv Gandhi's trust finances and (c) ask relevant authorities why IT notices were not sent to Agnisvesh's trust (he is a politician in the mask of a swami). It's surprising that the orgnizations who invited Ms.Bedi don't know what the cost of travel was and how much she charged. Mr.Abraham, being an airline employee didn't know how much the ticket would cost? I request all of them seriously think before making baseless allegations against Ms. Bedi. I would trust Ms.Bedi than the congress party which seems to be behind this smear compagin

I watched Anna Hazare's interview in Lok Adalat channel. When he was asked that if Lokpal team emerges corrupt,then what can be done. MR ANNA told that Lokpal will also have 5 HIGH LEVEL STAFF who will take immediate action against the Lokpal Team member getting accused. Keeping all hue and cry aside, I am finding Anna Hazare sending condolence message to MsKiran Bedi by saying that shhe should not heed to the charges.I like to hear from the High Level committee whether Kiran Bedi is guilty or not guilty. Once heard, I shall count and believe on that judgement. Giving a brief cue to Anna that his other team member Santosh Hegde has already told in media that he was surprised by knowing the fact that Kiran Bedi had over charged the organiser,because producing fake bills are eleements of cheating. Same person,who was judge in SC,also continued that he was double surprised when Kiran Bedi says SHE HAS SUPREME RIGHT TO SAVE MONEY BY OVERCHARGING.

I wonder whether she is still in the denial mode. She is trying to glorify herself. The trustees should have passed a resolution stating that only the actual amount spent on travelling should be claimed from the people who invite her. Also, now we wonder the role of the travel agent. How much is he earning from Kiran Bedi's NGO ? Is it on the %-age basis of the value of Ticket or per ticket basis. How was this travel agent selected? Whether his rate is comparable to the industry ? Its time this NGO is investigated thoroughly including all the beneficiaries for all kind of work viz Travel agent, suppliers etc . How nuch Kiran bedi & the other trusties paid for their services etc.

I am really very sad to see someone like Mrs. Kiran Bedi in this situation. I do not believe she did it for personal gain, as has been her explanation, but it does not justifies her action. What surprises me even more is the fact that after being in the Indian police service for decades she failed to discern between right and wrong on this particular occasion. More than denting her personal reputation, this infraction would provide plenty of ammunition for the opponents Lokpal movement like the Congress leaders who have already launched a character assassination campaign against the Team Anna members. My apprehension is that if people like Arvind Kejriwal and Kiran Bedi fail to come out clean, their misdeeds would be used by the Congress and others to justify illegalities of even greater magnitude by them and discredit the movement as a whole.

Does a "noble" reason make a corrupt act an act of charity? With all respects to Ms. Bedi, I would like to remind her that everybody is equally intelligent like her. Accepting the facts, of course, makes one taller. Such an act of courage was very much expected from this lady. It is totally foolish of Ms.Bedi to try and argue and defend her indefensible stand. Issue is not legal but ethical and moral. She should simply answer whether this was done with the knowledge of the host. If the answer is 'No', then it is nothing short of cheating. She should not try to paint everybody as an opponent, so many of us have been her supporters and admirers. Ms. Bedi should remember 'Truth' is difficult to digest when the 'Truth' comes out.

The fight against corruption should begin at one's own door. Kiran Bedi conveniently forgot to practice what she preaches. She is entitled to 75% reduction on Indian airlines cause of her service to the nation for which she earned a gallantry medal. What she does with that entitlement is not a matter worth public and media scrutiny cause law doesn't stop a person from en-cashing an entitlement which one has earned through merit. It is just like giving someone a chocolate as a token of appreciation and then scrutinising that person to know if he/she is eating the chocolate herself or giving it to someone else or encashing it..!

Every Indian wants to save wherever they can. Saving money by overcharging is going overboard. But these these "NGOs" are a joke. They have money, that their intention is to spend it for public. But they are biased as to who this public is. If she takes their money and put in other public use they have problem with that. Its either the NGO is a phoney or its current intentions are politically motivated. Rightly, as she retorts... what stupidity. And its interesting how this article is written, series of SMS, did the SMSs come without persuasion.

"Man's good deeds (virtues) we write on WATER and his mistakes (bad deeds) we write in BOLD BRASS! The RobinHood desire to take from the Well-Off to help others is much appreciated by all of us who are FED UP of the harassment meted out to Anna and his team by the corrupt powers that be, who with their egregious crimes of looting the public in crores and crores of rupees only to serve their OWN PERSONAL GAIN and drive the underprivileged to suicide conditions, are now having sleepless nights because their time is up and the only way they can avoid retribution is by discrediting the people who can take them to task. They must remember however that whatever tactic they use, there are hundreds of Annas and other followers and admirers of Ms Kiran Bedi who will continue the task of cleaning up this country of rampant corruption

Just because of allegations of financial wrongdoings, though not yet legally proved, on some Anna Panel members, does the panel lose its right to accuse others of corruption? Some mistakes depend on one's perceptions. I think it is an inadvertent mistake on the part of Ms.Bedi. It is not really such a great offence. Whatever she did, she did it in good faith. Her conduct during her service and in general must also be taken into consideration. If she had been really corrupt she would not have had the courage or inclination to fight corruption. It is very clear that her critics are trying to make too much of it for reasons well known.

Anna team may not be corrupt! But, I do believe, they have a political agenda at the cost of the common man. The biggest problem is that they are acting as a tool (unknowingly or because of their emotions) in the hands of corrupts. If they want to achieve something good for the nation, they should form a political party and go the people in the next election explaining their goals and objectives. If they are able to convince the people, they can make any reform with people's mandate. They have 2 years time to prepare themselves and educate the people. this is silly that organization (NGO)has invited her., if they want., they have sent the itinerary to her., so no problem.... there are several persons i have seen, they were entitled for 1st class AC in train, they book the ticket and get reimbursed and they cancel the ticket and go by second. its their wish, cos they are paining too by going in second, on their wish. Its saddening that critical discourses are increasingly being replaced by cynical discourses and cult of personality. Let me shed some light on Ms. Bedi. We invited Ms. Bedi for a lecture in our college (IIT Madras) in Feb'2010. Ms. Bedi optimizes her travel plans; like in our case she came to Chennai squeezing her commitments in Coimbatore & Trivandrum. We offered her only an economy class airfare (Coimbatore to Chennai) & she gracefully accepted it. She travelled alone & sought no special demands. While in campus, she didn't shut herself in the guest house. She was extremely alive & consented to all our requests including a video shooting for our campus sustainability programme. She casually sneaked inside the campus cafe enroute to the lecture hall for a cup of tea. Her lectures are not mere eulogies; in fact she was spot on when she talked about the share of patents from our universities & the need to do more. In the end she didn't make us oblige to anything but the nation!

I believe Kiran Bedi is upright and honest officer. She has great credibility. She is role model for many youths. It is very sad that she made mistake in claiming travel expenses. She is very well educated person with very good perception of what is right and what is wrong. I cannot believe she can make such mistake. It appears that Kiran Bedi’s point of view she has right to downgrade (while traveling) herself and save money for her NGO. From professional accountants point of view this is misappropriation of fund / fraud. Over invoicing as well as under invoicing in Business transaction is wrong by accounting standards. From corrupt police officers point of view it is their right to pocket money by any means. Kiran Bedi’s perception of saving for her NGO is flawed. I believed she is upright and honest officer.
Ms Kiran Bedi could have negotiated with her host requesting them to spend less on her travel and hotel accommodation and amount saved could be added to the donation to her NGO which perhaps attract rebate in income tax. No host would have said NO to this proposition. I find it difficult to believe that matured and honest person like her can manipulate accounts for small benefits. Wrong is always wrong. Wrong done by a saint or an ordinary person remain wrong. Wrong doing can not be justified if wrong-door is a Saint. How many Indians would refuse to accept a birbe of huge amount like say 100 crores? Greed is found to be more with highly educated and people occupying high positions. Some thing is wrong with us.

Kiran Bedi's defence of the indefensible can only put team Anna to avoidable ridicule and further erode its credibility which has already taken a beating on account of the apparent lack of transparancy in fund handling and Arvind Kejriwal's failure to come out clean on issues like alleged violation of the service rules and depositing donation received by Anna Hazare in the accounts of an NGO with which Anna is in no way related. Before casting stones at others, team Anna members particularly Arvind Kejriwal and Kiran Bedi should ensure that they do not occupy glass houses. Reputations are built in a lifetime and it takes only a few moments to fritter that away either through indiscretion or greed. Time for Kiran Bedi's explanation is gone now. It would be better for her and more importantly for the cause that she claims to espouse if Kiran Bedi acknowledges the wrong doing on her part.

The Question that needs answer is whether the practice of Ms.Bedi overcharging anybody for her travel is ethically/morally correct. May be the money saved from such overcharging is used for a noble cause. No doubt about that. Then what if Mr.Janardhana Reddy says that he too has donated his ill-gotten wealth to Tirumala Temple. Can that be justified. Whatever be the utility of the said amount, the means by which the money/income earned by Ms.Bedi is not correct and shows her in poor light. She should not be defending it. No doubt government is running a campaign to discredit Kiran Bedi and other members of Anna team, so that they could retain some of their lost reputation. But, Kiran Bedi seems to have done serious errors. There is a breach of trust. How can u charge someone with inflated & fake bills, when us spent only 25 percent of that. More than a home economics and savings, she has cheated her organizers who are mostly non-profit. On the other hand, charges on Arvind Kejriwal seems to be on flimsy grounds. They have also posted on their website that don't require more funds as already got enough. I don't remember any NGO asking people not to give any funds. He has left a income tax commissioner post for national cause, the post could have fetched him crores just in few months. Government must bring lokpal bill to restore its image and include NGO's corruption in that. Let's see who get caught and left. There could not be any justification for not bringing Lokpal Bill.

It was obvious that anti Anna team people will make harsh remarks but the unfortunate part is that neutral people (some social workers) have criticized this move. Though to generate funds for her NGO, Ms Bedi's NGO team could have asked the organizers to directly deposit the fare difference to the NGO account however her NGO team's process should not be termed as incorrect, after all it was done for a good cause. In a mythological story, a saint lied to save a deer's life, he lied for a good cause and it was considered noble. The organizers who are charged more should come in front and should donate the overcharged amount to her NGO directly.

Before we allege that vested interests are trying to malign the name of team Anna members, are the actions of Bedi right? Overcharging one NGO so that another one can gain is wrong. It doesn't matter if the benificiary is India Vision or Research to find a cure for AIDS. If her motive was to save money for her NGO, she should have come clean with the organizers. NGO's that she is overcharged have limited funds that they put to good use themselves. Even on the assumption that Kiran Bedi did not siphon any of the money for herself, and this was apparently a saintly action by her so that her NGO can benefit, this itself is a selfish motive. It was a Mr. Thomas, who invited and fooled Sarpanch of Anna Hazare's Village. Now it is an Abraham. When you consider someone a dignitary and invite for a special lecture, and agree to pay some fee or charges, then you do not worry about how they use the money. It is their privilege and decision as to what to do with the money. If you cannot afford that charge, then go back to that dignitary and request them to do it free or at lower fee. There was no need for Ms Bedi to even say that it is travel charge. She can have 2 assignments in same city same day and charge both full fee. The moment a bill by travel agent is producing for claiming the amount, it amounts to producing a fake bill and probably a cheating. if Ms Bedi had just claimed the amount as a declaration it will be less serious - it can be passed off as a self declaration. So let me get this straight: the NGO paid for Kiran Bedi's travel, and although she traveled economy, she sent invoices for executive class.
All this so that she could save money for the said NGO, even if it meant producing false invoices. Clearly, no one is going to charge her for all this, but defending it in the manner she is doing shows that rules can change depending on who is involved, even if the person in question is purportedly a representative of a movement against corruption.

No, saving is not a crime in India when done in a fair manner. What Ms. Bedi did apparently was overcharged her reimbursement bill. It does not matter whether she personally gained from this or donated the money to an NGO. Her action resembles what unscrupulous politicians, for whose blood Team Anna is baying for, do in various ways. I did not expect this from someone like her stature. During the Lokpal movement she was quite vocal about the importance of bringing back black money from Swiss banks and other tax havens and asking for criminal proceedings against those stashing away their money in those secret accounts. I am "impressed" with Mrs Bedi's interpretation of the concept of "saving".It sounds like the saying " the ends justify the means". In using the gallantry award concessional benefits for business purposes, Mrs Bedi has displayed scant respect for the concept of the benefits - that is they were for personal use, and not business use. Further, in repeatedly overcharging clients and defining them as savings ( and that too so brazenly), she exhibits extrreme contempt for "ethical behaviour". Many employees haev been sacked because they fudged travel details on their travel claims - how is this any different - except "the money did not go to my popcket" refrain. Ms.Kiran Bedi could have handled the matter differently. She could have asked those corporations to directly credit the amount to her NGO account and asked them to book her ticket in the economy class. I think invoicing should be made only for 'expenses' not for 'savings'. If Kiran Bedi wants to invoice her travel expense for a higher amount then spent and save the rest of the amount (whatever purpose it may be) its not fair on her part. If what I read is true, Ms. Kiran Bedi has some difficult questions to answer and that has nothing to do with the attempt to defame a good cause or her contributions to the same. Over invoicing is a dishonest practice, don't forget that this is one of the tool employed by many to launder money. If you want to collect funds for a good cause, be upfront, make it a condition of your appearance, that a certain amount is donated to your favourite charity. If I am a regulator, I will really investigate the books of all involved, including the travel agent. And finally, Ms. Bedi seems to be confused about savings vs. cheating or lying.

How can Kiran Bedi make such immature comments. A mistake is a mistake and just because you are in Anna team you are not going to be immune to any charges. This is a democracy and people are the kings and they will question your actions if you are in public life. Dont try to make false accusations to cover your a...... If you have done this without informing the people paying your fare then you have done a serious mistake. Did they tell they will not give you speakers fee?. If you were really honest you should have asked for speakers fee and told them it was for your NGO and not for you. Anybody will be more than happy to help. Don't use team Anna and Janlokpal bill as a smoke screen to do whatever you want. It is Ironical that all these self proclaimed saints are having NGO's in their name or in their interests. What is the difference between them and Politicians.

Congress is digging a deeper grave for itself. No way people are going to vote for it. Indian Express has to be 'credited' for this great story ? Come publication ! Why dont you dig into Sonia Gandhi's travel expenses and the 2G kick backs Congress may have got. If you do may have to be closed. One thing is for sure is IE has closed its door for me. I would pray that strong legislation will come against corruption.

It is surprising that even what Ms Bedi did was fraud we Have Mr Hazara supporting her. It seems that Mr Hazara is after all human. If it was done by someon else we would have Mr Hazara along with Ms Bedi asking for his or her head

Amazing, first they invite the person, and she goes there for free taking trouble and spending so much time and energy and now these NGO are so good that they don't want to pay what they were willing to pay and have already paid?? That does show how honest these NGOs are in their inetntions and commitment to their cause and what kind of work they can do for people. We should get rid of such NGOs.

The desperate Congress is digging up every little thing to discredit Hazare's team and divert people's attention from the main issue-a strong Lokpal Bill. With scams worth billions of dollars against it,the party is picking on a few lakhs here and there, where accounting has not been very clear.It has on its Agnivesh; people like Digvijay Singh and some media sympathisers who dig out whatever dirt they find and splash it everywhere. If a similar scrutiny is made of all these people casting stones on team Hazare a lot of skeletons will tumble out. The ultimate question is-why is the Congress so desperate not to enact a strong Lokpal Bill? The answer is obvious!

The Travel Agent must be put behind bar for raising a fake bill. If Ms bedi travelled by Jet Air, how could he raise an invoice for Indian Airlines ?

What about Travel insurance component ? How can a person travel by 2 different airlines on the same day to the same destination ?

An FIR must be filed against the Travel Agent.

Ms. Bedi's comment is quite appropriate. This does not appear to be a contractual transaction based on 'actual' expenses.
Besides, the billing is done by Flywell. If there is an issue, then Flywell needs to be questioned. Actually, several agencies may find it easier to 'donate' to a cause (in the manner given here) becuase the travel budget exists whereas a budget may not be available to pay a higher speaker fee.
Such appears to be the case since Ms. Bedi did not charge for a 'Speaker's Fee'. It is an ordinary guess that Mr. Abraham is induced and influenced to rake it up.
Clearly, the effort is to find even piccadillos to malign Team Anna and the Jan Lokpal Bill. Detrators keep coming out of the woodwork and gullibles fall for these red herrings.

She is correct. What's wrong with that NGO.. Why do they invite her and slams later? They might have informed her that they could not afford her flight ticket, may be she might come in her own money or by train.. This is total nonsense inviting somebody and accusing them later.. From now, nobody(VIP) will want to attend that NGO's functions.. It could be that person's personal opinion and not the NGO's..

Even if it is for a good cause, over charging an organization using fake bills cannot be supported especially when it is done by prominent members of the society. Ms Bedi could have asked the organizations to directly to deposit the amount to the NGO after making it clear to them that she is not flying by the business class that she is entitled to. Many organizations will happily do that and if they do not she can just not talk in those venues which disagrees to use the additional money that they were anyway supposed to pay her for a good cause. It might be for a good cause as she claims, but at the same time these put a cloud on the cause for which she is currently working. Hopefully nothing more will come out against the team as each of this will weaken the team a bit. After facing so many corrupt officials all these years, there will always be a small suspicion in the mind of the common man and these incidents intensify it.

I don't know what is the intent of the whole droll. I could understand the Congress is doing all it could using all its resources to discredit Team Anna, so that when they pass the ineffective LokPal there'll be none to lead or fight against corruption. What Ms. Bedi did is a common practice among many of the Public Servants, students, etc. For example, during official travel some arrangements will be made by the organization like buying tickets, booking hotel, etc. For other expenses a fixed amount per day will be given. It is up to the person to choose how to spend it. Every organization knows this. In the case of Ms.Bedi, the organization offered her a Business Class travel. It is an entitlement and it is up to her to choose how to use it. It is not legal, if the entitlement carries a clause that should she choose a cheaper option the payment will for that choice or they could have bought the tickets. Had she not forged docs, this news is a waste of publication space.
