New driving test norms put on hold

The State government has deferred till April 1 the implementation of the new guidelines on driving test, the government told the Kerala High Court.

The government made the submission when a writ petition challenging the changes to the guidelines on the modalities for driving test came up for hearing.

According to a petition filed by K.N. Mohanan, owner of a driving school in Thrissur, the changes had inconvenienced thousands of candidates who had taken learners licence. These candidates had already undergone training as per the pre-revised guidelines for driving test. With the changes, the learners’ licence would become redundant for these candidates. The new guidelines include changes to the dimensions of the driving test tracks and gradient tracks for vehicles.

He pointed out that road accidents occurred not because the candidates were taught driving improperly but because of various other factors, including the poor condition of the roads and drunk driving.

The court also directed the State government to file a statement indicating whether dedicated tracks are required for the purpose of implementing the directions in the circular
