MGU implements revised guidelines for granting NOC to self-financing colleges

Mahatma Gandhi University has implemented the revised guidelines formulated by the State Government for granting no objection certificates (NOC) necessary to introducing new courses and increasing the intake of the existing courses at self-financing colleges.

The Government Order No. 25093/J2/11/H.Edn.(1), dated 17/08/2011, has made it mandatory for such colleges to ensure the facilities that are provided are proportionate to the increase in the intake or additional course as stipulated by the concerned approving body such as the All India Council for Technical Education (AICTE), Council of Architecture (CoA) or the Universities. The concern self-financing college must submit an affidavit on stamped paper stating the same.

The facilities that are stipulated concerns the number of computers and accessories, internet connections, number of corresponding library journals, furniture, class room area, hostel facilities, laboratory facilities and floor area, sports facilities, common facilities including toilets, ladies waiting room and reading room, college buses, canteen facilities, qualified faculties, supporting staff, Information Communication Technology facilities, career guidance and counseling centre, and other facilities that have been specified.

The order had been issued by the government on the basis of the observation that many self- financing colleges have commenced new courses and have increased the intake to various courses without the adequate infrastructure.

The order also states that if any complaint regarding the lack of facilities in a college has been received from a student of parent, such claims will be enquired into by the Government. On being found with inadequacies, the management of the college will be bound to refund the entire amount paid by the student, must issue a Transfer Certificate, and should return all certificates that were produced at the time of admission.

Moreover, an Inspection Committee constituted by the government would make a surprise inspection in the institutions within six months from the date of issuance of the NOC. If the facilities are found to be lacking, the educational agency will be liable to pay a fine of Rs. 1 lakh to the Government, and the NOC accorded will be cancelled.
