A letter dated January 15, 2015 from Santosh Kumar Gangwar, Union Minister of State for Textiles, to Kollam MLA P.K. Gurudasan gives ample indications that a government medical college hospital (MCH) materialising on the 16.75 acres of land at Chinnakada here in the possession of the National Textile Corporation (NTC)-managed Parvathy Mills will be a difficult proposition.
The Parvathy Mills had been lying idle since long and there has been long-standing demands from political parties and other organisations to hand over that land free of cost to the State government for housing the much awaited MCH at Kollam. The State government on its part had also made it clear that if sufficient land is available, the MCH will be constructed.
Mr. Gangwar in his letter cites two hurdles when it comes to transferring the Parvathy Mills land. He says that Parvathy Mills is one among the eleven mills of the NTC which was earlier proposed to be revived through private participation. But the NTC later cancelled the MoU with the private partner. “This resulted in the private partner moving the court and the matter is referred for arbitration. So, any further action in the matter can be considered only after the decision of the court.”
Mr. Gangwar also says that as per provisions under the Act under which Parvathy Mills was nationalised in 1974 and transferred to the NTC, it may not be possible to transfer the land free of cost.
In this backdrop, Mr. Gurudasan has now called upon the State government to urgently take steps to make the due compensation to the NTC and get the land transferred at the earliest so as to enable Kollam have a government medical college hospital.
