Government proposes Informal leasing of farm lands

Kerala Governor R. S. Gavai announced a programme for streamlining various rice farming activities, in the Assembly on Friday.

The key element of the ‘Ari Sree’ programme will be an official institutional arrangement to facilitate informal leasing of cultivable fallow land to farmers, agricultural labourers or self help groups for intensive cultivation for a fixed period. “My government will work out a mechanism to initiate the above programme,” the Governor said in his customary address to the Assembly at the beginning of the calendar year.

The following are the other programmes announced by the Governor in his address.

Onattukara Agriculture Development Package similar to Idukki and Kuttanad packages

Establishment of a model farm technicians and laborers bank facility in each district

Satellite based potential fishing zone advisories and digital information system in coastal areas

Special package for 73 high milk producing dairy blocks

Establishment of a financial institution for Dairy sector

Genome Lab in Thiruvananthapuram

New Cooperative Hospital at Punnapra in Alappuzha district

Cooperative Sector to provide Rs. 4000 crore for EMS Housing Scheme

Government to prepare 20 city and 225 village sanitation plans

Plus One and Plus Two curriculum to be reformed next year

National level institution for training of the officers of General Education Department

Existing Pareekaha Bhavan to be converted to Board for conducting SSLC, HSE and VHSE examinations

Sports University in Thiruvananthapuram

Formation of Sabarimala Master Plan Infrastructure Trust Fund for implementation of master plan

New scheme for betterment of unorganised domestic workers and temple workers except poojaris

Occupational Health Centre at Kollam

Comprehensive Scheme costing Rs. 148 crore for upliftment of ‘particularly vulnerable tribal groups’.

Development of industrial parks on land of closed PSUs

Surveillance cameras to be installed in all motor vehicle check posts

Formulation of comprehensive transport policy

New wildlife sanctuaries at Kottiyoor, New Amarambalam and Thirunelly

Buffer zone of Silent Valley to be declared a wildlife sanctuary

Youth Commission to be formed to deal with problems of youth.

Youth groups to be trained in disaster management.

Yuva Athithi Mandirams in all districts

Kerala Minerals Research Institute to support industry

Establihment of the Kerala Coir Marketing Company Limited with shareholdings of stake holders in the coir industry

Enhancement of wages of coir workers

Electronic police beat system based on radio frequency identification tags.
