The State government has asked Calicut University to strictly abide by the 2010 regulations of the University Grants Commission (UGC) to decide the promotion of teachers.

The government directive finds that Calicut University Vice Chancellor M. Abdul Salam violated the UGC norms by refusing to distribute the UGC pay revision arrears of 2006-07 to the teachers.

The Vice Chancellor, in a special order, had held back the first instalment of the arrear amount granted by the government and deposited in the Provident Fund account of the teachers. The Vice Chancellor insisted that the arrears be disbursed to the teachers only after they underwent a performance-based evaluation. Dr. Salam issued memos to 34 teachers of the university departments who refused to comply with his order.

The teachers said that the UGC made performance-based appraisal system (PBAS) mandatory for promotion of teachers from 2010, and not for disbursement of the arrears of 2006-07.

Teachers under the banner of the Association of Calicut University Teachers (ACT) complained to the Chancellor, Pro Chancellor, and the UGC against Dr. Salam’s move.

The State Additional Chief Secretary, in an order dated September 27, asked Calicut University Registrar to strictly follow the UGC regulations of 2010 in implementing the PBAS.

P. Sivadasan, general secretary of the ACT, said that Dr. Salam had no moral right to continue as Vice Chancellor as his vindictiveness was exposed by the government order.

“He has been harassing teachers in an inhuman way. This is the latest example for his illegal actions,” said Dr. Sivadasan.

When the university held back the arrears of its teachers, the same were distributed to all teachers in colleges without any PBAS.
