: The Urban Property Ownership Record (UPOR) Project launched by the State government to digitise property ownership documents in Mysore and distribute Property Register (PR) cards is lagging behind schedule.
This is due to non-compliance of document submission by property owners, while in many cases the relevant documents are missing. But with more than 1 lakh draft PR cards ready for distribution, the project is expected to gain momentum.
The objective of the project is to eliminate fraudulent registration of properties, reduce property disputes and entails creating a database complete with spatial details that include land area, built up area, rights of property and history of transactions pertaining to each property.
Under the project, the property documents will be scrutinised and Form No.13 (akin to RTC for rural properties) or Property Register Card will be issued. This will be the only legally tenable document to claim or establish ownership.
Prasad Kulkarni, director, UPOR, Mysore, told The Hindu that as per the survey there were 3,04,951 properties in Mysore and adjoining semi-urban areas brought under the project of which 1,35,119 were vacant properties.
The total number of built up properties were 1,69,832 as on June 20, 2014.
However, out of nearly 3.04 lakh properties, the authorities have been able to collect documents of only 1,84,875 properties so far. “Nearly 28,000 sites have been developed along the Outer Ring Road, but the developers have not submitted the documents to comply with the UPOR requirements,” said Mr. Kulkarni.
As many as 1,03,894 draft PR cards are ready for dispatch. On receiving the draft PR cards, owners have time to file their objections if any following which errors would be rectified and final PR cards would be issued. As on June 30, 2014, 11,417 final PR cards have been issued in Mysore so far. But in the next few weeks, the draft PR cards would also be dispatched and final PR cards issued, said Mr. Kulkarni.
Meanwhile, there is confusion over the State government’s decision to make UPOR registration mandatory for property related transaction in Mysore. It was to become mandatory from May 1, 2014 but was subsequently postponed to July 15. However, there is still no clarity on the issue.
Mr. Kulkarmi said document collection with respect to vacant lands remains a problem, and besides they were awaiting the integration of the UPOR software containing property data in the Department of Land Records and Survey with Cauvery software that contains property data in the Department of Stamps and Registration. “Once it is done, UPOR registration will become mandatory for property-related transactions in the city in due course,” he added.
