Now, get approval for building plans in a day

MCC opens single window cell at head office; only available for plans for sites up to 2,400 sq.ft.

The Mysuru City Corporation (MCC) has opened a single window cell at its head office in the city to expedite the process of issuing approvals for building plans in its jurisdiction.

Inaugurating the single window cell on Monday, Mayor B.L. Bhyrappa said that applications for building plans submitted at the newly opened cell in the MCC head office will be approved the same day or latest by next day, if all the documents are in order.

However, the facility is available for plans proposed on residential sites upto 2,400 square feet in dimension. Building plans for sites above 2,400 feet will have to go before different senior officials depending on the area of the site and the nature and volume of construction.

Mr. Bhyrappa said that the MCC decided to open the single window cell in the wake of complaints from the public about the inordinate delay by the zonal offices to issue approval for their building plans. It takes more than a month for the approval of building plans to be issued.

With the single window cell in the MCC head office all set to issue approvals for building plans in a day’s time, the Mayor hoped the zonal offices will also expedite the process of issuing building licenses.

With the zonal offices also continuing to receive applications and issue building licenses, Mr. Bhyrappa said he favoured a healthy competition between the zonal offices and head office in issuing approvals.

“When applicants go to wherever they get approvals for their building plans early, there will be competition,” he said.

Explaining the procedure, Girish, Joint Director of Town Planning, MCC, said applications will have to be submitted manually at the cell along with the required documents.

“A software that has been developed will calculate the fees and issue an endorsement on the spot. The applicant will next have to pay the fees in the bank after which a licence form will be generated. An assistant director of Town Planning has been designated exclusively to process the applications submitted to the cell,” he said.

Unlike the zonal offices, where the process of issuing building licence is preceded by a spot inspection by the engineers, the single window cell is unlikely to carry out a spot inspection for most of the applicants, whose papers are in order. Mr. Girish preferred applicants to have their building plans drawn by MCC licensed engineers, who would have been updated about the latest developments on building by-laws.

The MCC will soon have the names of the licensed engineers and their addresses and contact details uploaded on its website.

Meanwhile, Shesha, Assistant Director of Town Planning, MCC, said that around 30 to 40 applications seeking approval for building plans are received by the civic body every day from all the zonal offices, though the MCC head office was also processing building plans till three years ago.

“It had been discontinued for some reason, but with the opening of the single window cell, the service has been resumed at the head office,” he said.
