Low-income housing scheme: modalities being worked out

The State government is working out modalities to implement the proposed affordable housing scheme for people in the lower-income group (LIG). This scheme would be taken up on a PPP model with builders and developers, Housing Minister M.H. Ambareesh said here on Tuesday.

Addressing presspersons, the Minister said the proposal had been approved by the Cabinet and a meeting with builders would be convened shortly. Under the scheme, the builder/developer will develop the project and provide 25 per cent of the houses to people in the LIG at affordable rates. In return, the builder will get incentives in the form of transfer of development rights. “This condition will be made mandatory, while sanctioning any new project that involves more than 1,000 flats. The builder need not necessarily provide the houses in the project for which the incentives are claimed. It can be done in any of the projects he takes up. It should be a win-win situation for all,” he said.

He said there would be separate models for different land holdings. Some developers might develop projects on their own land under the affordable housing plan, some might develop the project on other people’s land, and a few others might develop the project on government land. The PPP model would be different in each of these cases, he said.

Mr. Ambareesh claimed a total of 3.17 lakh houses had been built and given to beneficiaries from the economically weaker section (EWS) under various government housing schemes so far. “This year, we have set a target to construct three lakh more houses.”
