According to a study comparing the performance of the 14th Karnataka legislature with that of the 15th Lok Sabha, the State legislature fared better than the Lok Sabha, especially in lesser disruptions and in passing of bills.
The study, done by a city-based agency Rezorce, was submitted to Legislative Assembly Speaker Kagodu Thimmappa on Thursday. It pointed out that the State Assembly had only three interruptions last year, mainly due to the absence of Ministers and a farmer’s suicide during the Belgaum session. While 890 hours of the session were lost in the Lok Sabha, only six hours were lost in the State Assembly last year, said Narendra K.V., director of Rezorce.
Even in terms of passing bills tabled in the House, a bill introduced in the State Assembly becomes a law within two-and-a- half days. It takes almost a year in Parliament, Mr. Narendra said.
However, when it comes to compiling the assurances given by the Ministers during the session, Parliament fares better. The State Assembly, unlike Parliament, does not follow the system of compiling list of assurances given in the House, said the study.
