Focussing on attracting foreign direct investment (FDI), in line with the Union government’s policy, the State government proposes to set up four help desks in Japan, Taiwan, U.S.A and Germany.
The State Budget, which mentioned this as a priority, also proposes to lay special emphasis on improving infrastructure in industrial areas and industrial estates. A sum of Rs. 30 crore has been set aside for this.
With an outlay of Rs. 885 crore for the commerce and industries sectors, the budget proposes to give priority for establishment of Research and Development Institutions and operationalise the Aerospace Park as proposed in the New Aerospace Policy 2013- 2023. A sum of Rs. 10 crore has been set aside for this.
While new innovative projects will be encouraged , three mini tool rooms will be set up at Harihar, Devanahalli and Mangalore at a cost of Rs.22 crore under the Rural Infrastructure Development Fund (RIDF).
Other proposals include setting up a granite park in Chamarajanagar and enhancing wage incentives for Khadi spinners, weavers, warpers and Khadi workers involved in production of Khadi cotton, Khadi Silk, and Khadi Wool. This will cost an amount of Rs.16 crores and will benefit 31,402 beneficiaries working in the Khadi sector, according to the budget proposal.
This apart, various Khadi and Gramodyoga institutions will be rejuvenated at a cost of Rs 11 crore, two silk and two woollen clusters will be set up for exhibition and sale of Khadi and Gramodyoga products and subsidy will be provided to 114 village industries units.
While Rs 100 crore has been set aside for the weaver’s package, Rs 27 crore has been earmarked for a special package to rejuvenate the woollen sector.
With the existing Industrial Policy expiring in March, 2014, the budget proposes to bring out a new Industrial Policy.
A new textile policy, a world-class Textile Park in Yadgir, a special package for the welfare of handicraft artisans and a loan waiver facility for weavers are the other proposals.
