C. Venkatesh, secretary of Esur Gram Panchayat in Shikaripur taluk, has been suspended for alleged involvement in creating false documents for a house constructed under Indira Awas Yojana (IAY) and transferring its khata, illegally.

Ownership of the house constructed under this scheme (IAY) is non-transferrable for 15 years. However, the suspended officer had transferred the khata of a house constructed by a woman taking a financial assistance of Rs. 1.25 lakh under IAY, to the name of her brother before the locking period of 15 years. Jagadeesh Badakalli, a Right to Information Act activist, had complained with Chief Executive Officer of zilla panchayat B. Ramu in this regard. Mr. Ramu directed the Executive Officer of Shikaripur Taluk Panchayat G. Lohith to conduct a spot inspection and report. During the spot inspection, the allegation of transferring the khata illegally was proved, prima facie.

During inspection, the village people had accused Mr. Venkatesh of deliberately delaying payment of Rs. 2 lakh to beneficiaries of the Swachh Bharat Mission.

Under the IAY scheme, khata is non-transferrable for a period of 15 years since its issue

Woman beneficiary of the scheme had taken Rs. 1.25 lakh as loan under the scheme for constructing a house
