G.O. issued to carry forward unfilled posts of BCs and minorities as backlog

Following up on its recent Cabinet decision, the State Government has issued a Government Order (G.O.) to carry forward unfilled government posts, reserved for backward classes including minorities, as backlog to be filled up in subsequent recruitments.

The G.O. issued by the Department of Personnel and Administrative Reforms (DPAR) bars filling up of the posts reserved for backward classes with candidates from the general category even if suitable candidates belonging to the reserved categories are not available during recruitment.

Chairman of State Legislature Committee on Welfare of Backward Classes and Minorities Tanvir Sait said the G.O. issued on October 3, 2015, replaces the earlier ones issued in June, 1995, and February, 2015, that allowed general category candidates to fill up the vacant posts during the subsequent recruitments till five calendar years.

Under Article 16 (4) of the Constitution, the State Government has reserved a total of 32 per cent of the posts in Government departments for economically and socially backward classes.

The Committee came across widespread violation of the reservation policy with general category candidates filling up the reserved posts due to non-availability of backward class candidates.
