‘Cancel allotment of those who have not begun construction’

Munish Moudgil, MD, Rajiv Gandhi Rural Housing Corporation, has asked officials to cancel the names of beneficiaries selected under various housing schemes if they have not commenced construction work.

Presiding over a meeting to review the progress of construction of houses in towns and rural areas in Koppal district here on Tuesday, Mr. Moudgil observed that many beneficiaries, despite being given work orders – 1,086 in towns and 2,500 in rural areas – had not begun construction. As per the norm, they should have started the work within 90 days of getting the work order, especially in the 252 orders in Gangavati and 177 in Koppal towns. In rural areas, work had not been started in 510 houses in Kushtagi taluk, 967 in Gangavati, 915 in Koppal and 108 in Yelburga.

“Officials concerned should initiate measures to cancel the names of the beneficiaries. However, they should exempt those who are economically very poor and create awareness among them about the norms, motivating them to begin construction,” he said.

Mr. Moudgil insisted that officials seed the Aadhaar cards of the beneficiaries with the scheme from 2010-11 to 2015-16. Stating that the target for 2017-18 had already been fixed, he directed the officials to submit the list of beneficiaries selected by the committee headed by MLA before the end of August.

Mr. Moudgil also insisted that the Commissioner of the Municipal Council and Chief Officers of town panchayats personally inspect the progress, besides uploading their photographs with GPS to the app. “The official’s photo is mandatory. Also, they must issue notices to beneficiaries in case of delay,” he said. The corporation has decided to establish a Housing Cell in every district.
