A private complaint was filed in the Lokayukta court on Monday against Health and Family Welfare Minister Arvind Limbavali and 10 others for allegedly violating rules to favour a private builder “for pecuniary gain”.

Complainant N. Nagaraj alleged that as Minister for Education in 2009, Mr. Limbavali directed Bruhat Bangalore Mahanagara Palike to widen a road in Hulimavu in violation of the Revised Master Plan, 2015, to favour real estate major DLF.

The letter was issued by the Minister on October 21, 2009, in violation of Karnataka Town Planning Act and Karnataka Municipal Act. Mr. Nagaraj, who owns a piece of land adjacent to the plot, said that he had executed a Joint Development Agreement with Kiran, since deceased, for the construction of a six-storeyed building.

After her death on October 23, 1998, her mother Kasturi came forward to complete the project and so the power of attorney was executed in her name.

Kasturi, who has been named the eighth accused, executed a relinquishment deed of his (Nagaraj’s) property without any authority to favour DLF for pecuniary gain, following which the Minister issued direction to widen the road from 18 m to 24 m, according to Mr. Nagaraj.

Mr. Nagaraj urged the court to initiate a probe under Section 13 of Prevention of Corruption Act and sections of the Indian Penal Code.

The other accused include the former Commissioner of Bangalore Development Authority Bharat Lal Meena, the former BBMP administrator K.M. Shivakumar, BBMP Executive Engineer Lakshmeesh and Chairman of DLF Company K.P. Singh.

Judge N.K. Sudhindra Rao adjourned the matter for further hearing till October 31.
