Team Anna core committee member Arvind Kejriwal said the people ought to have the right to recall leaders on the basis of the performance audit.
Expanding the ambit of his anti-corruption campaign and taking a step further into the electoral reforms issue, social activist Anna Hazare will write to Prime Minister Manmohan Singh seeking his opinion on introducing the ‘right to reject' for voters and the right to recall elected representatives.
The letter will seek the Prime Minister's view on whether measures can be suggested to audit the performance of MPs. “Anna will ask the PM if there should be an annual performance audit on MPs. On the basis of this people should have the right to recall elected representatives,” Team Anna's core committee member Arvind Kejriwal informed journalists here after a daylong meeting of the group on Saturday.
Mr. Kejriwal attended the meeting with Mr. Hazare, along with the former IPS officer, Kiran Bedi, senior advocate Prashant Bhushan, senior lawyer Shanti Bhushan, the former Supreme Court judge, Santosh Hegde, social activist Medha Patkar and others.
The letter will seek Dr. Singh's view on introducing a ‘none of the above' option on the Electronic Voting Machines (EVMs). “Once the voters have opted for the ‘none of the above' option, then there should be a provision to cancel the elections, and call for a re-election,” Mr Kejriwal explained. “These suggestions can be incorporated at the soonest, without changing the law, before the upcoming municipal and State elections in many parts of the country,” he said. He added that the members of the core committee would meet Chief Election commissioner S.Y. Quraishi, and appeal to him to take necessary action.
‘Public opinion excluded'
Team Anna members feel that the Cabinet approved the Land Acquisition Bill without consulting the public. “There was no discussion with the public, and the democratic process wasn't followed,” Mr. Kejriwal said. Mr. Hazare will seekthat the Bill be presented in front of the Cabinet again and people's views taken into account.
“At the very least, the Bill should include a provision that no land can be acquired without the approval of the Gram Sabha at the village level, and Mohulla Sabha at the city level,” Mr. Kejriwal said. More autonomy and decision-making powers would be sought for Gram Sabhas and Mohulla Sabhas.
Members of Anna Hazare's core committee came out strongly against social activist Aruna Roy, who leads the National Campaign for Peoples' Right to Information, stating that what she proposed as an alternative to the Jan Lokpal Bill was “against the law and the Constitution.” Ms. Roy had not suggested an alternative Bill or law, but merely “a proposal, a concept note,” said Mr. Kejriwal.
He said Ms. Roy had wrongly alleged that Team Anna had not discussed the issue with her, in spite of having had three meetings with the members. “When we were supposed to meet her in [veteran journalist] Kuldip Nayar's house, she sent us back from the gate saying that she didn't want to talk to me. We tried, but she is not ready to engage in dialogue,” Mr. Kejriwal said.
He said there were three major differences between the Jan Lokpal bill and Ms. Roy's version. She demanded that if the Prime Minister was found corrupt, then both the Lokpal Bench and the Supreme Court Bench should give permission for his prosecution. “How will the Supreme Court give permission to the police to conduct a trial in the lower court? This is unconstitutional,” Mr. Kejriwal said.
Ms. Roy has suggested that officers of the lower bureaucracy be made answerable to the police and not to the Lokpal. If the police were unsuccessful in handling a corruption case, then an appeal can be made for inquiry to the Vigilance Commission. According to Mr. Kejriwal, this provision is against the law. “You cannot change the Code of Criminal Procedure. That is unconstitutional,” he said.
The other point on which Team Anna disagreed with Ms. Roy was on the Citizens' Charter. “According to Ms. Roy, all public grievances should be a part of the Charter. This is not possible. It has to be focused on corruption,” Mr. Kejriwal said.
Stating that her opinion on the anti-graft legislation was “not right,” Mr. Kejriwal said: “We are still open to discussion. She can have a dialogue with us on any open forum.”
Advani's yatra
Asked about Team Anna's opinion on Bharatiya Janata Party leader L.K. Advani's proposed yatra against corruption across the country, Mr. Kejriwal said: “The country needs a Jan Lokpal Bill, and not a yatra.”
“Any party that is serious about eradicating corruption should tell its MPs to vote for the Jan Lokpal Bill in its entirety. It should start the institution of the Lokayukta in all its States, and that will be enough.”
Speaking to the media earlier in the day, Mr. Santosh Hedge had said: “We are apolitical. So we support the cause, and not the party.”
Ms. Bedi, however, had said on Friday: “We will support anyone who is willing to fight against corruption.”
Speaking to the people earlier in the day, Mr. Hazare said MPs who voted against the Jan Lokpal Bill should not be re-elected. “There are elections in six States next year. People must gherao the houses of the MPs who vote against the Jan Lokpal Bill. They must be defeated.”







Anna is coming from military service. He's obviously witnessed what military discipline does to recruits. It's time to find effective ways and means to discipline the wayward culture of public/official corruption. And to make it illegal for all office holders irrespective of caste or religion.
In Europe we're allowed to recall politicians who have misbehaved and disappointed the electorate. India is not too big to become a wasteland of anarchy with recall provisions under its Ombudsman's rule.
Anything that finally STOPS rampant corruption is valid and should be tried.
Friends, Anna Hazare and his team members know the veins of "Aam Admi". They know the feelings and difficulties that they face in their day to day life unlike our Politicians who do not have the guts to walk or speak with out Police security. All Politicians are corrupt except 2% who might have not got any chance to do that. Political parties established on the bases of caste/religion and region should be abolished and all those politician who use the word of caste/religion or language to demand any privilege should be banned. None of political parties have the guts to bring reforms in interest of nation and its people.
It gives real hope when Anna Hazare seeks electoral reforms (The Hindu, Sept.11). In fact, I had welcomed Hazare's initiative in the matter of the Lokpal Bill with a firm request that the first priority should be electoral reforms (The Hindu, April 11, 2011). I repeated my suggestion for framing effective electoral rules, with a provision for the recall of elected representatives, thereby accepting the supremacy of the voters and found in Mr. Hazare, the nation's only hope (The Hindu, 30/7/2011). People are convinced that corruption exists at the highest levels of the judiciary, the executive and the legislature. I believe that the demand for an independent Lokpal is generated by the predominance of criminalisation and corruption in politics (The Hindu, June 14, 2011). Our parliamentary democracy is continually "weakening" because of the predominantly corrupt, power-hungry, self-centred politicians. Some other newspapers have also published my opinion that Hazare should change his priority from Lokpal Bill to Electoral reforms. In fact, periodical reforms in rules are part of every democracy and ours is no exception. But, in our case, changes are more in words than in legislation and implementation. Effective legislative processes to truly empower the voters, to provide transparency and to eliminate political corruption cannot wait for time and will. This will take care of corruption in all other areas of our public life.
Advani's yatra on anti-corruption, is only an attempt to cash in on the anti-corruption wave that has been unleashed by Anna team. If BJP is serious it should act unilaterally on corruption to establish its credentials. The days of showing good intentions but not acting on them, are certainly over.
I think team Anna must heed the issue raised by Ms. Aruna Roy and other civil society groups,3-4 persons can't represent entire civil society,also few lakhs people support can't be considered opinion of entire nation.There are so many MPs who had won their elections with margin of more than 3-4 lakhs vote.Though the issue raised is right but the procedure followed is not democratic also right to recall is not suitable option for India.there must be some realistic and suitable electoral reform like none of these option on ballot paper

Right to reject and right to recall elected representatives is an important issue which must be taken up as quickly as possible. In India we are forced to elected one of the corrupt leaders. The performance of each candidate/representative must be reviewed annually. It must be made mandatory for them to reveal their,including their families,assets. As for L.K.Advani proposing a yatra, against corruption,it is just another step taken by him to strengthen his party's image.
Whatever achieved by Team Anna so far,has been considered as historic land mark for the bright future of Inidans. The elected representives from local Punchayat to Parliament turn to become corrupt because of selfish aims by simply fogetting of why they are elected and for what by the people of India. Nowdays Political parties offer seats to only those who contribute much to the political parties for whom he or she represent. But it is not for the people by whom he or she elected. Under this circumstance, persons like Annaji would certainly be born. So we can salute him and empower him to march ahead for achieving his remarkable objectives.
The proposition contemplatd by Team Anna to cancel the election in the event 'none found suitable' and conduct fresh election would be accompanied by another drastic measure. Why cancellation?
A better measure would be barring the rejected contestants from contesting elections at any level be panchayat, municipal, state or union legislature even though the organization is dissolved before before its life.
There must be right to recall since election does not give licence to take public wealth for 5 years.
Make available to public online the immovable assets of all those who are declared as public servants. If anyone complains against any of the public servants that he/she owns more than what is declared must be posted to Lokpal, investigated and action taken. This may lead to reducing corruption to greater extent. If this is done, other things may change automatically to the welfare of the nation.
The comment of Anna's team on Advani's yatra is right.We should not support any political party's act against any issue doing for publicity.advani's yatra against corruption is also a kind of publicity,to get attention to BJP.even if he is in opposition he can do many works for the welfare of the people.what's the need for this yatra??
Team Anna, You are doing it right. People of sound judgement and good ethics, all over the world WILL stand by your JUST and UNSELFISH demands for the good of future generations. Kiran and Santosh are saying the same thing without any contradiction, unless some one wants to be critical for the heck of it. On their faces and in their dialoge sparkles a glare of truth. Can any one say that of LK Advani? Advani, you have been divisive enough to do ample damage to this great nation. India's YOUTH is in, and your generation of liars and cheaters are out, for good. I agree with most agendas Team Anna has put forth except Gharao. Gharao can create violence, and it is NOT democratic to limit a person's harmless movement. People throughout India have spoken, and made it clear to all, that they chosen Team Anna as their representative. Go forward slowly and tread carefully, Team Anna, because evil always wait behind the curtain to destroy virtue. Truth shall prevail at last.
