Rayalaseema engineers allege injustice

Accuse counterparts in other regions of trying to corner promotions

The engineers of the Rayalaseema region (Zone IV) have alleged injustice in promotions based on seniority list in the State, due to the alleged random and haphazard elevation process.

After allocation of staff to Andhra Pradesh and Telangana in the format proposed by the Kamalanathan committee, the Telangana government gave more than 100 in charge promotions based on the list, while A.P. has done the same partially for the department of Panchayat Raj and not for the R&B.

The Superintending Engineers committee, which was constituted to recommend the procedure to be adopted for in charge promotions, recommended consideration of feeder cadre service as criteria for the same and to distribute the existing vacancies for the positions of Executive Engineer, in proportion to the Deputy Executive Engineer cadre strength of respective zones, so that all zones could get due representation. Due to this, the Zone IV DEEs lose about 25 to 30% chance in promotion opportunities. The engineers, in a representation submitted to the Minister for R&B recently, flayed their fellow engineers of Zone I, II and III for trying to corner all in charge promotions, ‘much against the rules and the Presidential Order of 1975’.

Rayalaseema Rashtra Samithi (RRS) president Kunchem Venkata Subba Reddy, who has taken up their cause, has brought the issue to the notice of Chief Minister N. Chandrababu Naidu recently.

The DEE cadre strength in Zone IV increased from 60 in 1988 to 90 by 2014, while the same remained unchanged for other zones.
