Mr. I.Y.R. Krishna Rao, Senior IAS Officer (Andhra Pradesh cadre, 1979 batch) and presently serving as the Chief Commissioner of Land Administration, has been named the Chief Secretary-designate for the successor State of Andhra Pradesh.
Mr.Krishna Rao also called on the Governor E.S.L.Narasimhan at Raj Bhavan on Saturday.
The formal orders are expected to be issued by the Union Government in a couple of days to enable him take charge of the successor State of Andhra Pradesh from June 2 — the appointed day.
Mr.Krishna Rao — who held key posts in Revenue, Finance, Industries, Agriculture and served as Tirumala Tirupathi Devasthanam Board Executive Officer — was one of the senior officers in the reckoning for the post of Chief Secretary of united Andhra Pradesh. However, the then Chief Minister N. Kiran Kumar Reddy preferred Mr. P.K. Mohanty — who was away on Central deputation to be at the helm. Mr. Krishna Rao who was of Special Chief Secretary rank was made the CCLA.
Mr. Krishna Rao had also served as the Collector of Nalgonda and Khammam.
Mr. Krishna Rao has lost the chance to be the last Chief Secretary of the united State when Mr. Mohanty was given an extension for four months on his retirement on attaining superannuation on February 28. By then, N.Kiran Kumar Reddy had resigned from his post in protest against the decision of Centre to bifurcate the State, and the Centre was contemplating imposing President rule.
As the State could not initiate the process of Chief Secretary selection with Mr. Reddy putting in his papers, the Centre decided to continue with Mr. Mohanty in the post for four months as he had already initiated the process of State bifurcation.
Mr. Krishna Rao, who missed the chance of last Chief Secretary of the united State, will now be the first Chief Secretary of the successor State of Andhra Pradesh at the instance of Chief Minister designate N.Chandrababu Naidu.
