Delay in input subsidy rocks House

Assembly was adjourned thrice on Friday when the delay over the disbursement of input subsidy and crop insurance rocked the proceedings.

Trouble started when YSRC president Y.S. Jaganmohan Reddy tried to corner the government by raising its apathy in releasing the input subsidy even as farmers, particularly of Anantapur suffered huge losses due to drought and series of cyclones during 2013-14.

As the Leader of Opposition began to give a detailed account after his party MLAs raised the issue during question hour and the Agriculture Minister responded to them, Speaker Kodela Sivaprasada Rao cut him short.

The Speaker repeatedly asked Mr. Jaganmohan Reddy to confine to supplementary or make a protest if he was not happy with the Minister’s response. But the latter refused to yield resulting in YSRC members rushing to the well and the treasury benches joining the issue forcing the Speaker to adjourn the House.

Earlier, YSRC members Y. Visweswara Reddy and Chand Basha said the previous government sanctioned Rs.1,340 crore input subsidy but could not release it due to election code. However, Mr. Chandrababu Naidu, who promised during election campaign, to release the dues to farmers of Anantapur failed to keep his word.

They also alleged that the crop insurance amount was adjusted by the bankers towards loan repayment leaving the farmers in the lurch.

In his response, Mr. Pullarao said the government had credited Rs. 226 crore to 4.46 lakh farmers’ accounts towards crop insurance for 2013 and the claims for 2014 were under process. But tempers flared when he said it was in fact the successive Congress governments, right from 2004 when Y.S. Rajasekhara Reddy was at the helm that failed to release the input subsidy to farmers.

Disputing this Mr. Jagan singled out the grave the situation in 2013-14 and targeted the government for its failure to release input subsidy. With the Speaker cutting him short and Mr. Reddy not yielding, the House plunged into pandemonium. Same scenes were enacted when the House assembled leading to another adjournment leading to the washout of both question and zero hours. Earlier, the House was adjourned before the question hour when the Speaker disallowed the adjournment motion to discuss issues of Anganwadi workers and the opposition protested.
