At least 25 north Bihar villages were flooded when waters from the Gandak river breached the makeshift embankment in the early hours of Sunday morning in the State's Gopalganj district.
Chief Minister Nitish Kumar held an emergency meeting in the morning with top officials of the Disaster and Flood Management Departments in the wake of this second breach.
While the State government has already been mobilising resources on a war-footing since Tuesday in the three districts of Gopalganj, Chhapra and Siwan, authorities said that in addition, mega-shelter camps on the pattern of the Kosi relief shelters would shortly be set up there.
Speaking to reporters, Principal Secretary (Disaster Management) Vyasji Mishra said that apart from ensuring proper food and sanitation arrangements, the mega-camps would be replete with aanganwadi centres and education facilities for children.
In addition to the eight National Disaster Response Force teams in operation in the Saran division, food and relief distribution operation were on in full force.

At least 41 people were killed overnight as incessant rains wreaked havoc in the hill state of Uttarakhand triggering landslips and floods which rendered hundreds homeless. Seven people were still trapped under the debris of flattened houses in cloudburst-hit villages, an official spokesman said.
River Ganga, flowing two metres above the danger mark in Haridwar, inundated several areas in the district with holy place Har-Ki-Puari completely submerged.
Rivers Yamuna, Kosi and Ramganga are also in spate as the weather bureau predicted heavy rains in the State for the next 48 hours. Almora district was the worst-hit with landslips in several villages killing 28 people.
