Under mounting pressure, the UCPN (Maoist) on Saturday came up with proposals to manage their combatants, the People's Liberation Army (PLA).
As per the proposal, to determine the number of PLA cadre wanting to join the security forces, each combatant would be approached individually.
Those who want to rejoin society and those who do not meet the criterions to be integrated into the security forces would be left out and the remaining number of PLA would be proposed for integration. This, they say, can be completed in two months' time.
The Nepali Congress and the CPN (UML) have been insisting that the number of PLA to be integrated and rehabilitated needed to be fixed first to carry out other activities in the peace process.
Nepali Congress vice-president Ram Chandra Paudel said the proposal did not meet the aspirations of the comprehensive peace accord. “It can't create an environment of trust,” said Mr. Paudel adding that the proposal was ambiguous and presented without consultation with other parties.
The Maoists had presented the proposal as a basis to break the political deadlock and build consensus.
Meanwhile, general secretary of the major ruling party, CPN (UML) Ishwar Pokharel said consensus was not possible until the Maoists detached themselves from the cantonments.
YCL not paramilitary
Meanwhile, the Maoist party said its youth wing, the Young Communist League, was not a paramilitary force but just a youth organisation. “This is not a paramilitary organisation and it does not have a paramilitary structure,” said Maoist vice-chairman Narayankaji Shrestha.
Many political parties in the Constituent Assembly have been demanding that the YCL be disbanded. Mr. Shrestha, however, said the group shelters being used by the YCL would be removed soon.
