Document writers struggle with online submission

Since 16 sub-registrar offices have gone in for complete online registration

As many as 16 sub-registrar offices in the zone covering Coimbatore, Erode, Tirupur and the Nilgiris districts have gone in for complete online registration and another 40 are registering one or two documents online every day.

“It is only a pilot run at the 40 offices and offline registration is also on at these places. The entire system is expected to stabilise in two weeks to one month,” said an official of the department. Several training sessions were conducted for the officials and document writers to help them switch over to the online system.

However, document writers say there are challenges in going online. “A document writers is the person who actually goes to the registration office. We go four to five times for a registration now. We need to submit the documents through mail, get a temporary number that is allotted after the verification and take a token based on it. The mail has to be sent three days before the registration date. In some places, there are complaints of server breakdowns,” the document writer said. The problems are more in rural areas because of connectivity issues.

Registration has come down significantly during the last one year because of several reasons. The writer said that registrations started coming down last year when there was a ban on registration of unapproved plots. With demonetisation, flow of cash has reduced. Since all sections of society are facing uncertainties, there is hardly any sale or purchase of property. “There is almost 70 % drop in business,” the writer said.

The official added that there are several issues that have had an impact on property registration in the last few months and this has had an impact on documents registered. However, revenue collection is remaining almost same in the district.
