Single window clearance: Fadnavis pat for BMC

A day after the BMC released an online application system for developers to seek construction permissions, Chief Minister Devendra Fadnavis directed the civic body to go beyond the state level and integrate all central government permissions within this digital platform. On Thursday, Mr Fadnavis tweeted his congratulations to the BMC for bringing all building permissions and development control rules (DCR) on a digital platform.

In order to smooth over any teething problems in the implementation of a new system where builders can file for construction permissions online, the BMC on Wednesday organised a presentation on the merits of the single window process.

The presentation by Vinod Chithore, Chief Engineer (Development Plan), BMC said the new system would also ease matters by allowing departments with the BMC and those that fall outside — like the Airports Authority of India — to access a common document list. Once submitted, the proposal can be reviewed at any time by other departments, who would be able to view the NOCs issued and yet to be issued. The system would also provide an easy interface for all municipal departments involved in giving permissions.

Detailing the benefits of the system, Mr Chithore said it would ensure processing of applications on a first-come-first-served basis, that would improve trust, and also ensure a uniform interpretation of bye-laws and transparency in government processes. For architects, the new system would save time as there would be a standardisation of the format for submission drawings and common application forms for all NOCs. For the authorities he said there would be consistency in interpretation of rules and greater accuracy in fee calculations.

Mr Chithore said that a smart way of granting building permission will facilitate the development of smart cities as it will bring in innovation to the process through Computer aided drafting (CAD) and workflow technology. All stakeholders concerned in the approval process, he said would be brought together on a single platform and authorised roles and responsibilities would be mapped in order to track the process efficiently.
