VACB inquiry into Subicsha scheme

The Vigilance and Anti Corruption Bureau (VACB) has started an inquiry into a case related to the diversion of funds under the Subicsha scheme in the Perambra Block panchayat.

Subicsha, a sustainable business development initiative implemented under the Swarnajayanti Gram Swarozgar Yojana (SGSY), to help coconut growers, was formally launched in 2003.

The agency would look into ‘financial malpractices’ reported after Subicsha was registered as a private company in 2005. The investigation was on the basis of complaints filed by a group of Youth Congress workers from Vadakara and panchayat member, sources said.

The inquiry would cover ‘possible undue benefits accrued’ by the company through the diversion of Central and State funds, official sources said. As per the complaint, around Rs.2.45 crore, allotted as grant for distribution among women enrolled under small-scale schemes of Subicsha, was not disbursed, sources said.

The VACB team recorded the statements of the complainants. The complainants, sources said, provided documentary evidence to the team, sources said.

Subischa, a Rs.14.1-crore project, exclusively designed to develop value-added products from coconut, had achieved ‘growth within the first five years of its inception.’ The operations covered seven grama panchayats, sources said.
