The Calicut Development Authority (CDA) has called a meeting of landowners and shopkeepers at the Tagore Centenary Hall here on Monday in connection with the development of Kallayi Road in the city.

Minister for Panchayats and Social Justice M.K. Muneer will inaugurate the meeting at 1.30 p.m. Mayor A.K. Premajam and M.K. Raghavan, MP will take part in the programme.

Officials said that the development of Kallayi Road is part of the project of the CDA which had been entrusted by the State government to widen Kallayi Road from Muthalakulam to Areekkad to 24 metres and Mavoor Road from Bank Road junction to Medical College to 30 metres.

As such, preliminary steps including holding landowners meetings on March 9 and May 4 and 5, have been taken. These meetings had come to the conclusion that the development of Kallayi Road was inevitable, N.C. Aboobacker, chairman, CDA, said.

He said that the development of the road would be possible only with the participation of National Highway Authority of India, Kozhikode Corporation and Department of Urban Affairs. In fact, the CDA had mooted to widen Kallayi Road from its average 12 metres to 24 metres.

Land pooling

The widening of the road would be envisaged under the land pooling system instead of the traditional method of acquiring land from the landowners and evicting the shopkeepers.

The CDA had already prepared a blueprint of the project. The project had been envisaged that would benefit the landowners and shopkeepers who hand over their properties for land pooling system, he said.

The development of the road has been drawn up based on master plan recognised by the State government in 1994. As many as 323 persons have own buildings in their property while 77 persons have only land property in their names.

Likewise, 1,012 persons have taken buildings on rent.

The rehabilitation package would be implemented after accommodating the existing shopkeepers at the proposed rehabilitation centres. A comprehensive survey has been made for the purpose to construct these centres in identified plots.

All stakeholders

The project would be implemented only after discussion with all the stakeholders, Mr. Aboobacker said.
