A detailed study by officials of the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in Chennai and other parts of the State will be completed soon in order to submit the revised perspective plan and annual plan for 2010-11 to the Central government.
The plan is aimed at expanding and improving the standards of secondary education in government and aided schools. The Ministry of Human Resource Development has given July 15 as deadline for submission of the plan.
The annual plan will be based on a broad indication of resource availability for each district in 2010-11. The planning exercise would include a number of studies on the baseline assessment in a district to reflect the current situation. The survey being undertaken looks at aspects such as school infrastructure, upgrade of schools, recruitment of teachers and in-service training for teachers. The information on household and school surveys, which is part of the study, will be ready shortly, said a senior official of RMSA. The number of resource persons required for each district including Chennai would be decided based on the data collected in the survey, the official said.
The perspective plan is for universalisation within the timeframe of RMSA. It depends on factors such as attendance, retention, transition rates, dropout and learning achievement. This would focus on improving access, increasing retention and ensuring achievement.
RMSA has developed the capacity of the State and district-level officers engaged in the planning and administration of secondary education to prepare baseline data.
The plan would ensure that no child is deprived of quality secondary education because of gender, socio-economic, disability and other barriers, the official added.
