Clearance for industries to be fast tracked

Licences, NOCs, permissions to be issued in 30 days

The government will set up a mechanism to fast track clearances for industry and undertake various measures to position the Union Territory of Puducherry as an attractive investment destination in the GST era, Chief Minister V. Narayanasamy said on Thursday. The focus will be on e-governance, he added.

Presenting the Budget for 2017-18, Mr. Narayanasamy said that under the fast tracked system, clearances/no objection certificates/licences/consent will be issued within a period of 30 days and if no communication is received within the stipulated time from the concerned departments, it would be treated as a ‘deemed clearance’.

“In order to create an environment for conducive industrial growth, my Government proposes to introduce a self-certification process for issue of licenses/clearances in the Industries, Labour, Power, Pollution Control, Town and Country Planning and other related departments”.

During 2015-16, a total of 66 industrial enterprises were registered with an investment of ₹45.06 crore, providing employment to 556 persons. After the announcement of the new industrial policy, 112 enterprises were registered with an investment of ₹65.10 crore, providing employment to 1,070 persons in 2016-17.

Ease of business

The New Industrial Policy, which is pro-green and clean enterprises, will improve the ease of doing business and would also effectively address the issues of faster industrial clearances, the industrial land bank and the infrastructure facilities in industrial estates and parks, Mr. Narayanasamy said.

The government will also focus on encouraging Foreign Direct Investment and promoting software parks, pharmaceutical formulation, apparel parks, food processing industries and automobile ancillary units.

The government has already identified a land bank of 800 acres at Sedarapet and Karasur villages in Puducherry for the promotion of multi-product industries and 25 acres at Mettupalayam for promotion of IT parks/industries.

A state-of-the-art Tool Room-cum-Technology Development Centre is expected to function from 2018 at Kalapet, Puducherry.

The Technology Development Centre will be Electronic Systems Design and Manufacturing (ESDM), with focus on segments such as industrial electronics, IT systems and hardware and automotive electronics.
