The Karnataka High Court on Friday ordered issue of notice to the State and Union governments on a petition filed by a victim of the Malleswaram bomb blast who sought that the State pay her Rs. 1 crore as compensation.

She also sought a direction to the Ministry of Home Affairs for framing a national policy for paying compensation, and rehabilitation of victims of terrorist attacks.

Justice S. Abdul Nazeer passed the order on the petition filed by Leesha (20), who has already undergone seven surgeries on her injured left leg. The blast occurred on April 17, 2013, near the BJP’s State headquarters at Malleswaram in the city.

Pointing out that she has to undergo more surgeries which her father, who is a mechanic, would not be able to afford, the petitioner sought a special compensation considering her age, meritorious academic record, 50 per cent disability suffered on account of terror attack, and her future.

Stating that the State government had given only Rs. 3 lakh as compensation, Leesha pointed out that her father had spent more than Rs. 10 lakh for her treatment and to send her to college in a taxi by borrowing money.

The petition stated that Leesha had given representation for compensation to the State in January this year.
