Bill to set up RDPR varsity passed in Assembly

Nearly 33 months after the announcement, the government on Wednesday paved way for setting up the ambitious rural development and panchayat raj university.

The Legislative Assembly passed the Karnataka State Rural Development and Panchayat Raj University Bill, 2016, after a prolonged discussion.

The Bill facilitates formation of the university, whose vision is “to act as a centre of excellence to transform rural society by the creation of dedicated, committed human resource which participates in the rural development process to ensure sustainable rural development and broad-based improvement in the quality of life of the rural population,” H.K. Patil, Rural Development and Panchayat Raj Minister, said.

Twelve senior members of the Assembly spoke and offered suggestions on developing this “unique” university. “The mission of this university is to impart education and training to various stakeholders for rapid economic growth and sustainable development that reduces poverty and leads to inclusive growth.

There will be a non-recurring expenditure of nearly Rs. 166 crore and recurring expenditure of Rs. 30 crore a year for setting up the university, said Mr. Patil.

Piloting the Bill, Mr. Patil said the university would come up on 353 acres of land in Gadag district and would have five schools (training institutions) — School of Agri-Business Management and Management of Rural Development; School of RDPR; School of Environmental Science, Public Health and Sanitation Management; School of Social Science and Rural Reconstruction, and School of Skill and Entrepreneurship Development.
