Initiatives of Maharashtra Governor Ch. Vidyasagar Rao in achieving objectives of Panchayat (Extension to Scheduled Areas) Act (PESA) and the Forest Rights Act are laudable and are worth emulating by other States, chairman and honorary Professor of Centre for Economic and Social Studies R. Radhakrishna has said.
Addressing the inaugural of a two-day session on “Development issues of AP tribals” at Andhra University here on Friday, he said the Fifth Schedule of the Constitution laid down the responsibilities on the part of Governors to take steps for the well-being of tribal communities living in Scheduled Areas.
Quoting the view of the Maharashtra Governor that whenever legislations or policies affect tribal communities adversely Governors could intervene, Prof. Radhakrishna observed, "but interventions of Governors in such matters are very few."
Andhra University Vice Chancellor G. Nageswara Rao underlined the importance of making parents aware of the fruits of education vis-a-vis their view of early earning without going to school.
