‘Govt. hiring consultants at huge pay’

Consultants and experts are being hired for exorbitant salaries in violation of the State government business rules, alleged former Speaker of undivided Andhra Pradesh Nadendla Manohar.

Addressing the media at Andhra Ratna Bhavan here on Saturday, Mr. Manohar said the State government had hired consultants and experts at a salary of Rs 7.5 lakh per month violating the Business Rules.

The information about the appointments was secured through the Right to Information (RTI) Act by the Congress RTI Cell chairman P Lakshminarayana, he said.

Over 40 young professionals from the School of Planning and Architecture (SPAV) and the Tata Institute of Social Sciences (TISS) have been appointed to the A.P. State Housing Corporation, Industries Department, Society for Elimination of Rural Poverty (SERP) and different district development units, Municipal Administration and Urban Development Department and Skill Development Department, Mr Manohar said producing documents secured under the RTI Act.

The many promises made to the unemployed youth of the State notwithstanding, the unethical way the experts were being hired was shocking, Mr Manohar said.

The process of recruitment which lacked transparency and legality was an affront to the highly-talented and motivated youth of Andhra Pradesh. Contrary to election promises, both the Central and State governments failed to generate jobs at the promised rate, he said.

Data of jobs generated

At the end of October, the Indian Labour Bureau in association with the World Bank published data about the number of jobs generated in the country. According to the figures published, nine lakh jobs were generated in 2011, four lakh in 2013 and 1.35 lakh jobs in 2015-16, Mr. Manohar said.

The least the State government could do was to hire experts through advertisements in a transparent manner.

“The government which should take measures to encourage industries was goofing up big time, Mr Manohar charged. Out of an available subsidy of Rs 670 crore, only Rs 32.42 lakh was released for 2015-16 and what type of industrialists would make an investment in the State if the State government was so discouraging?” he wondered.
