Steps would be taken to scientifically preserve and put on display the manuscript collection of the State Archives Department. The department has more than one crore manuscripts in its collection. The State Budget for 2013-14 has set aside Rs.2 crore for this.
The art and culture sector gets a total budgetary outlay of Rs.70 crore. Of this, Rs.7 crore will be for setting up district-level museums in the State. The Sangeetha Nataka Akademi will get Rs. 2 crore and the Lalithakala Akademi, Rs. 1.7 crore. The budget has allocated Rs.1 crore for the Folklore Akademi and Rs.10 lakh for Bharath Bhavan. Rs.50 lakh has been set aside for rejuvenating those arts forms of Kerala that are on the verge of extinction.
India’s first cartoon museum will be set up in memory of cartoonist Shankar at Kayamkulam. A mural city will be set up in Kottayam and a Kalagramam, at Sreekantapuram. Malabar Cultural Village will be set up in Kozhikode. A sum of Rs.15 lakh has been earmarked for the construction of O.V. Vijayan memorial building at Thasrak and Rs.10 lakh each has been allocated for the construction of Vaikuntaswamy memorial at Neyyattinkara and for Mahakavi Pulikkottil Hyder memorial at Vandoor, Malappuram.
Rs.10 lakh has been set aside for the construction of a ‘smrithi mandapam’ for ‘Bhagavatha Hamsam’ Malliyoor Shankaran Namboodiri at Kaduthuruthi. The annual grant of the Kerala Mappila Kala Academy in Malappuram has been doubled.
