The Kerala Police Complaints Authority, a quasi judicial forum constituted to look into public complaints against the State law enforcement, on Monday took strong exception to the perceived failure of Transport Commissioner Rishi Raj Singh to appear before the panel despite repeated summons, it is reliably learnt.
The authority had summoned the Additional Director General of Police in connection with the State-wide raids conducted by him in 2006 when he headed the anti-piracy squad.
The raids had led to the seizure of hundreds of thousands of CDs and DVDs on the ground that they were pirated ones. The inspections also led to the closure of several shops and its owners were booked on the charge of violating the Copyright Act. Several of them later got reprieve from courts of law and a few approached the authority stating that they had been fraudulently booked.
The authority headed by retired High Court Judge R. Balachandran had earlier this year set a deadline for Mr. Singh to appear before the forum. It also sent its ultimatum to State Police Chief K.S. Balasubramanian, who requested the forum to give more time to Mr. Singh to respond.
It also asked the State Police Chief to complete his inquiry into an alleged custodial torture complaint from Idukki district.
