The city Corporation has been authorised to issue building permits for constructions in 20-km radius of the Thiruvananthapuram international airport for the ‘approved levels’ that figure in the Colour Coded Zoning Map (CCZM) of the city rolled out by the Airports Authority of India (AAI).
Henceforth, No Objection Certificate (NOC) from the AAI is not needed for constructions in the approved levels of CCZM. The AAI has also eased the procedures for getting NOC for undertaking constructions in the 20 km radius.
At present, for any construction within the 20 km radius of the airport, NOC is to be obtained from the AAI to assess whether the construction affects aircraft operation in Thiruvananthapuram airport as well as the overflying aircrafts.
The CCZM, through different colour-coded grids, indicates the permissible top elevation in the areas around the airport. The officials of the civic body can verify the status of the building site in the CCZM and can issue the building permit.
In the Blue zone, No NOC is needed from the AAI for constructions with the permissible top elevation of 40 m Above Mean Sea Level (AMSL) or below, Green 52 m, Yellow 68 m, Army Green 98 m, Peach 110 m, Purple 125 m and 140 metres for Light Blue zone. Airport Director George G. Tharakan said the CCZM has been forwarded to Secretary LSGD for his comments and suggestions. The CCZM will remain in the ‘draft’ status for some time and suggestions/modifications will be incorporated and will be updated in the AAI website.

The local authorities had been asked to forward the details of approvals or permits and its renewals issued for buildings and structures to the Airport Director, Thiruvananthapuram, within 30 days from the date of issue of such approval.
The Chennai regional office of the AAI will handle the online applications for NOC and the AAI office in the State capital will coordinate.
“The step is aimed at making issual of NOC hassle free and to reduce workload,” he added.
Red zone
The concerned authorities have been asked not to give approvals if the construction site lies within the Red coloured zone- approach, take-off, transitional areas of airport or in any other area marked in the CCZM for which NOC from AAI is mandatory.
If the applicant has obtained NOC from AAI, irrespective of the location of the site in CCZM, the local authorities can issue approval for construction up to the height not exceeding the Permissible Top Elevation mentioned in NOC.
