Ernakulam shows, again, who fills the State coffers

For someone adept at numbers, one look at the revenue contribution by the district to the State exchequer during the just concluded financial year would have convinced Finance Minister K.M. Mani about the ever increasing significance of Ernakulam in steering the entire State on the path to progress and development.

With a total contribution of Rs.12,507.81 crore to the State exchequer during 2013-14, the district has bettered its own performance from the previous fiscal by 21 per cent. Last year’s contribution of Rs. 10.360.95 crore was an increase of 16 per cent over 2010-11 fiscal when the district amassed revenue to the tune of Rs. 8,932.79 crore.

As in the previous two fiscals, Deputy Commissioner of Commercial Tax, Ernakulam, topped the list with a contribution of Rs. 10,234 crore. During the last 2011-12 and 2010-11 fiscals, it was Rs. 8,488.78 crore and Rs.7,322.69 crore respectively. The revenue collection at the Mattancherry office of Deputy Commissioner of Commercial Tax stood Rs. 965.41 crore as against Rs. 823.05 crore and Rs. 730 crore in the previous fiscals.

National Savings Scheme has suffered the biggest fall. After having registered a negative growth of Rs. 154.90 crore in 2011-12, it was completely missing from the 2012-13 fiscal. In 2010-11, NSS had collected Rs. 71.99 crore, which was a mere 16 per cent of the targeted collection of Rs. 440 crore.

The district registrar amassed Rs. 626.86 crore during 2012-13 compared to Rs. 611.67 crore and Rs. 445.01 crore in the previous fiscals.

The lottery department upstaged Ernakulam Regional Transport Office, which was ranked fourth in the previous two fiscals. The department exceeded the targeted collection of Rs. 208.14 crore by more than 120 per cent by pooling in Rs. 250.22 crore. This was an increase over Rs. 115.38 crore in 2011-12 and Rs. 47.90 crore in 2010-11.

Ernakulam RTO also exceeded the targeted collection of Rs. 80 crore by more than 134 per cent by amassing Rs. 107.49 crore. It was Rs. 90.63 crore and Rs. 148.60 crore in the previous fiscals.

Deputy Commissioner of Excise, Ernakulam, garnered Rs. 91.38 crore as against Rs. 89.77 crore and Rs. 33.50 crore in the previous fiscals.

Muvattupuzha RTO exceeded the target of Rs. 76 crore by more than 105 per cent by collecting Rs. 80.07 crore as against Rs. 68.69 crore and Rs. 47.42 crore in 2011-12 and 2010-11 respectively.

Divisional Forest Office, Perumbavur, fared poorly as it managed only just over 60 per cent of the targeted collection. Against the target of Rs. 47 crore, it managed only Rs. 28.52 crore. In the previous two fiscals, it had managed higher collection of Rs. 37.72 crore and Rs. 37.24 crore were registered.

Mining and Geology department managed Rs. 6 crore as against Rs. 4.83 crore and Rs. 4.65 crore respectively in the previous fiscals. Divisional Forest Office, Malayattoor and Kothamangalam collected Rs. 3.94 crore and Rs. 0.45 crore respectively in 2012-13 compared to Rs. 3.60 crore and Rs. 0.45 crore in 2011-12 and Rs. 3.99 crore and Rs. 0.79 crore in 2010-11.

River Management Fund stood at Rs. 7.22 crore as against Rs. 6.50 crore and Rs. 5.49 crore in the previous fiscals. Land revenue accounted for Rs.44.65 crore compared to Rs. 20.13 crore and Rs. 24.54 crore in the previous fiscals.

Revenue to the tune of Rs. 61.57 was collected through revenue recovery in 2012-13 compared to Rs.54.62 crore and Rs. 49.83 crore respectively in the previous fiscals.
