Telangana ready to introduce intra-State e-way bills

Generating e-way bills may become mandatory

The Centre has extended the deadline for implementation of intra-State e-way bills owing to difficulties expressed by some States, but Telangana Government is confident of migrating to the new system as and when the Centre notifies it.

Though it was initially contemplated to introduce the intra-State e-way bill system by the end of the financial year, the Centre extended the deadline to June 1 asking the States to put in place the necessary systems to enforce the decision. Telangana has already put in place a system for issuance of intra-state e-way bills and it has been implementing successfully in different places.

The Government is examining a proposal to make it mandatory for transporters / suppliers to generate e-way bills for goods manufactured within the State and moved to other States.

“They will have to generate e-way bills for goods manufactured within the State since they have to pass through our borders,” a senior official said.

The proposal comes in the light of the recent intensive checks conducted by the Commercial Taxes Department wherein almost 10% of the vehicles were found to be not having required documents. The department realised ₹90 lakh as tax during the inspections and an equal amount was levied as penalty on the erring operators.

“By making it mandatory to generate e-way bills here, we can record the details of the quantum of goods being moved by each dealer across the State,” the official said.

The department, meanwhile, is geared up for the February 1 deadline making e-way bills mandatory for inter-State transport of goods. Though the State had put in place a system to generate inter-State e-way bills, it could not be introduced along with the GST due to some legal issues.

The e-way bill system was notified under the State GST Act which was passed by the Assembly. “But since there was absence of uniformity of taxes, some traders approached the court questioning the State’s decision. We are obtaining legal opinion in this regard,” the official said.
