The cleaned up and updated land record data of agricultural lands in Telangana as on December 31 has been uploaded into the online system.

Hereafter, if any data is to be altered in the database of the Revenue Department, it can be done so only with the digital signature of the Tahsildar concerned to prevent tampering of data.

After the survey was taken up for cleaning up and updating of agricultural land records in the State over a three month period that concluded on December 31, 2017, about 93 to 94% of land records were found to be clear. Of the remaining disputed land records, some of them are pending in the court and those pending in the revenue courts are being looked into the by the Revenue Department headed by the respective Collector.

Disputed titles

It is difficult to set a time frame for resolving all the disputed land cases as they would depend on the outcome of the court cases. As and when they are resolved, records will be updated in the system, said official sources.

Work is also progressing on the Dharani website which will integrate the Revenue and Registration Department’s work flow by the IT solution provider who was selected after floating tenders for the new land record management application. The Information Technology Department supervised the tender process and selection of the IT solution service provider.

Customised solution

The Revenue Department which owned the application is driving the process and coordinating with the service provider so that the latter would build the application to suit its requirements, sources added. Under the new system, Tahsildar himself will do the registration too but in 141 mandals where Sub Registrar offices are now functioning, they will continue to do the registration with separate offices for Tahsildar and sub registrar for now, but share the common application. However in the rest of 443 mandals, there will be common revenue-cum-registration offices headed by the Tahsildar

The new updated passbooks will be distributed to farmers on March 11 and if a farmer has land in two different revenue villages, he will be given two passbooks as each revenue village has a unique number.

Uploading information

From March 12, Dharani portal will facilitate uploading of land registration documents and mutations in the revenue records database., and online updation of passbooks immediately.

Only after the registration document is uploaded in the portal, the registration documents would be posted to the buyer and updated passbooks would be given to both the buyer and seller of the land.
