High-end land record management system to be in place soon

Tehsildar to handle both agricultural land records and registration process

After the purification and cleaning of agricultural land records taken up by the Revenue Department across the State, the government is now gearing up for linking the updated land records database to the Registration Department.

The Revenue Department declared that 93% of agricultural land records are clean at the end of the first phase, which are now being uploaded into the data base. The IT Department meanwhile invited open tenders for the high-end agricultural land record management system.

Details to be uploaded

The beauty of new land record management system is it enables the office of Tehsildar to handle both the agricultural land records and registration process through the common data base. Once a land transaction is registered, the land records of both the seller and buyer will be updated and uploaded immediately by the system. The new application was conceptualised when Chief Minister K. Chandrasekhar made it clear that the Revenue and Registration departments should not function as two separate silos with no coordination between them. The lack of seamless communication between the two departments in the old system did not facilitate updating the records after a transaction for years and gave scope to unscrupulous elements to manipulate land records leading to land scams.

“The new land record management application is very futuristic, collaborative process, can address existing and anticipated issues and put an end to the manipulation of land records,” said Jayesh Ranjan, Principal Secretary, Information Technology and Communication Department. Some of the leading IT solution provider companies evinced interest to launch the new application for the integrated land record management system, said G.T. Venkateswara Rao, Commissioner, e-Seva.

SMS alerts

The updated database of the Revenue Department will be imported to the new application. Under the new land record management system, both the buyer and seller will come to the office of Tehsildar, with their passbooks, registration documents and the Tehsildar will do the registration. Immediately, land details will be updated in the system, SMS alert will be sent to both the buyer and seller like in the core banking solution.

The new system is expected to be functional in a month. It will make life easy for farmers as the banks can verify the passbook details of farmer by logging into the revenue database.

Support staff

The successful bidder who will be developing the application will also deploy dedicated IT support person in every Tehsildar office. About 600 IT support persons across the State update the Pattadar passbooks after a transaction, scan and upload the registration documents and send the physical copies of documents to both the parties by post. In the new system, the buyer and seller need not visit the Tehsildar office again for documents once the registration is done. Mr. Rao said the new application will also provide GIS coordinated map for the land transacted and Bloc Chain technology in phases. The Bloc Chain technology will ensure authenticity, integrity of data. Many States are thinking on these and globally land records apps are being transferred to Bloc Chain, he added.
