Govt. asked to plug gaps in new districts

Location of district headquarters, shortage of staff need to be addressed

The Opposition parties have urged the State government to plug the gaps left by the reorganisation of the districts that left several issues unaddressed.

The main opposition Congress, the BJP, the TDP and the CPI (Marxist) raised issues pertaining to disparities in terms of population, huge number of vacant posts and other problems that had become impediments in the smooth transition to the new system of governance. They welcomed the government’s move to reorganise the districts for administrative convenience but expressed doubts about suitability of some locations that were proposed as headquarters for new districts even as Chief Minister K. Chandrasekhar Rao asserted that the government was with an open mind and would incorporate the suggestions of the MLAs in making the system more effective.

Real estate deal

Congress member S.A. Sampath Kumar who initiate the debate on short discussion on “administrative reforms”emergence of new establishments” in the Legislative Assembly expressed concern over the absence of necessary administrative mechanism to operate the new establishment. The selection of district headquarters like Kongara Kalan for Ranga Reddy district gave scope for doubts that real estate considerations were behind the selection of the location. The government had not clarified on the issues relating to local, non-local status in the new system.

BJP floor leader G. Kishan Reddy said though the BJP was for decentralisation of administration, the manner in which the government undertook reorganisation of the districts appeared “unscientific and irrational”. The new system had created problems in terms of jurisdictions of the MLAs and MPs which were now spread over more than one district. There was also no clarity about the staff who were yet to be given options to go to their native places.

Zonal system

TDP member S. Venkata Veeraiah said agitations in support of demand for new districts were still continuing in some parts of the State while the government was yet to address the problems relating to implementation of the zonal system for recruitments. CPI (M)’s Sunnam Rajaiah said the division was unscientific as the disparities in terms of the size of population were still persisting.

The Chief Minister, however, clarified that the government was actively pursuing the zonal system of recruitments in a manner that would suit the new State. He said the State budget was expected to cross ₹ 5 lakh crore by 2024 given its economic strength and the government was accordingly giving priority to reach out administration to serve the needs of the poorest of the poor.
